The organization provides technical and financial support to five schools in Kabul, Kunduz and Ghazni provinces; runs vocational training courses for people with disability in Kabul and Ghazni; provides safe drinking Pipe for poor communities in remotest parts of some provinces; supports seven Basic Health Clinics (BHCs) in Kabul Province; and delivers humanitarian assistance particularly in partnership with other local partners.
Job Description:
The position holder in WASH response project to vulnerable families in Nangarhar province is responsible for community mobilization and coordinating the construction work, and contributing to smooth implementation of project activities in all the project sites. In addition, the position holder ensures the construction work is completed within the specified time and the specified quality standards, and coordinates material deliveries by the sub-contractor with the project team. The position also has a key role in conducting assessments, beneficiary selection according to the pre-identified criteria in all the target locations, and maintains positive relationship with beneficiaries and community representatives to ensure smooth implementation of the project and facilitate successful implementation of hygiene promotion sessions in all the target locations.
Under the overall supervision and guidance of WASH Project officer and AFV Program department the Foreman / Community Mobilizer undertakes the following duties.
Key Duties and Responsibilities
- Coordinating the work of sub-contractor in all project sites including site preparation, material delivery, and material inspection under the supervision of shelter engineer and project officer.
- Ensure the construction phases are completed on time so that the next phase can start in all the construction sites.
- Mobilize the community and beneficiaries, and provide them awareness regarding the project activities.
- Work closely with community elders and CDC/Ulema Council in target communities to facilitate assessment and beneficiary selection and promote community participation.
- Responsible for conducting assessment and beneficiary selection as per AFV pre-defined criteria for WASH structures.
- Report any challenge and/or dispute as and when it occurs in community during the project implementation.
- Strictly adhere AFV policies for WASH project implementation and report any violation and misconduct in the field.
- Facilitate timely community awareness, encouraging participation, and ensure smooth and effective implementation of project activities.
- Build positive relationships with community leaders and other stakeholders on the ground.
- Facilitate Focus Group Discussions and community awareness campaigns in all target locations.
- Having good behavior with community members, especially with target beneficiaries.
- Ensure adherence to AFV operational policies, procedures, and standards of conduct.
- Facilitates hygiene promotion sessions in all the target locations to ensure smooth delivery of awareness to all project beneficiaries through strengthened coordination with community elders.
- Follow up with beneficiaries about the construction progress in close coordination with shelter engineer.
- Provide timely report of all the progress during the assessment and ongoing construction work in project sites.
- Any other task as assigned by the management
Job Requirements:
- At least bachelor degree in civil engineering
- Relevant experience in survey, community mobilization, construction work, and conducting assessments
- Experience in field work particularly remote areas under emergency programs/shelter
- Excellent communication skills
- Proficiency in local language, familiarity with English is an advantage
- Ability to travel to project sites in remote areas
