About AWEC:
AWEC is a non-political, non-profit, woman-headed national organization established in 1991 by a group of educated Afghan women in exile, who rallied together to address the lack of facilities for Afghan refugees in Islamabad and eventually Peshawar, in Pakistan. AWEC has always been involved in advocacy and awareness-raising for women and children’s rights while providing services to those who frequently fall through safety nets. In recent years, one of AWEC’s core activities has been to support women through mobilizing Afghans, from local communities to political elites, towards the goal of reducing and eventually eliminating violence against women.

Job Description:
AWEC is looking for a Adaptation plan developer to develop Adaptation plan for Kabul and parwan provinces under a short-term consultancy assignment.
Background:
As part of the national effort to enhance climate resilience in Afghanistan, AWEC and NEPA seek to develop provincial-level Climate Change Adaptation Plans that assess climate risks, define sector-specific adaptation priorities, and outline actionable strategies. These plans are crucial for translating Afghanistan’s National Adaptation Plan (NAP) and Nationally Determined Contributions (NDCs) into local-level action. The consultant will lead the development of the Climate Adaptation Plan for two provinces (Kabul and Parwan) in coordination with relevant stakeholders and line departments.
Objectives:
Develop Climate Change Adaptation Plans: To design comprehensive climate change adaptation plans for Kabul and Parwan provinces, addressing the primary climate risks identified for these regions.
Stakeholder Consultation and Engagement: To engage with local authorities, community representatives, and other relevant stakeholders in Kabul and Parwan to identify vulnerabilities and gather input for the adaptation strategies.
Data Analysis and Risk Assessment: To analyze climate data, assess the local impact of climate change, and evaluate vulnerabilities in key sectors such as agriculture, water resources, and infrastructure.
Design Adaptation Strategies: To propose practical, sustainable, and context-specific adaptation strategies and actions for both provinces, ensuring alignment with national climate goals and priorities.
Documentation and Reporting: To prepare and submit a final adaptation plan document that outlines the strategies, actions, and recommendations for climate change adaptation in Kabul and Parwan, including implementation guidelines and monitoring mechanisms.
Deliverables:
Inception Report: A comprehensive report detailing the methodology, approach, and work plan for developing the climate adaptation plan for Kabul and Parwan provinces.
Climate Vulnerability Assessment: A detailed assessment of the current and potential climate vulnerabilities in Kabul and Parwan provinces, including the identification of key sectors at risk.
Stakeholder Consultation Report: A report summarizing consultations with relevant stakeholders such as local authorities, community representatives, and experts, ensuring the integration of local knowledge into the adaptation planning process.
Draft Climate Adaptation Plan: A preliminary draft of the climate adaptation plan, including proposed adaptation strategies and actions for both Kabul and Parwan provinces.
Final Climate Adaptation Plan: A comprehensive and finalized climate adaptation plan, incorporating feedback from stakeholders and addressing the identified vulnerabilities, with specific adaptation measures, timelines, and responsible parties.
Presentation of Final Plan: A concise presentation of the final adaptation plan to relevant stakeholders, showcasing the plan’s key components, goals, and expected outcomes.
Assignment Breakdown:
1. Review Relevant Documents: Analyze national documents such as the NAP, NDC, BUR, NC, provincial development strategies, and DRR plans to ensure the provincial adaptation plan aligns with national frameworks.
2. Conduct Baseline Assessment: Gather and analyze historical climate data, projected trends, and sectoral vulnerabilities to understand the climate context of Kabul and Parwan provinces.
3. Engage with Provincial Departments: Collaborate with local government departments (e.g., agriculture, water, health, etc.) to collect relevant data and insights on climate-related challenges.
4. Facilitate Participatory Workshops: Organize workshops with local communities and stakeholders to gather input on indigenous adaptation practices and local priorities.
5. Assess Climate Risks and Vulnerabilities: Identify climate risks and vulnerabilities across key sectors including agriculture, water, forestry, health, and infrastructure.
6. Propose Adaptation Measures: Develop short, medium, and long-term adaptation strategies tailored to the specific needs of the province.
7. Integrate Nature-Based Solutions: Where relevant, include community-based adaptation and nature-based solutions in the proposed measures.
8. Ensure Inclusivity and Alignment: Ensure the plan is inclusive and aligns with national climate policies and frameworks.
9. Finalize the Adaptation Plan: Finalize the Climate Change Adaptation Plan in coordination with AWEC, NEPA, and local authorities, incorporating feedback from validation meetings.
Job Requirements:
Education and Experience:
A minimum of University degree in Climate Change, Natural Resources Management, Environmental Science, or related fields.
A minimum of 3-5 years of relevant experience in climate adaptation, risk assessment, or environmental planning.
Knowledge and Skills:
Stakeholder Engagement: Proven experience in engaging stakeholders and using participatory methods.
Familiarity with Climate Policy: Knowledge of Afghanistan’s climate policy instruments (NAP, BUR, NC, NDCs, DRR strategy).
Language Skills: Strong written and verbal communication skills in Dari and English.
Reporting: Ability to produce high-quality analytical reports under tight deadlines.
Technical Skills: Experience with GIS/climate tools and field-based work is a plus.
