About Agency for Rehibilitation & Energy conservation in Afghanistan (AREA):

The Agency for Rehabilitation and Energy Conservation in Afghanistan (AREA), established in 1993, is a non-governmental, non-political, and not-for-profit organization committed to Afghanistan’s rehabilitation, development, and peacebuilding. AREA empowers communities through grassroots initiatives aimed at building a sustainable and prosperous future.

A key focus is its Food Security and Agriculture Project in Kabul province, which supports 5,904 vulnerable smallholder farmers with emergency inputs such as vegetable kits and tools. This initiative enhances food security, nutrition, and resilience against climate and economic shocks, aligned with the FSAC objectives under the 2025 Humanitarian Needs and Response Plan.

AREA combines input distribution with training in climate-smart agriculture and nutrition awareness, while prioritizing women-headed households and persons with disabilities. Monitoring and feedback mechanisms ensure impact and continuous improvement.

AREA also implements a robust Mine Action Program, including surveys, clearance, EOD, and risk education, to reclaim land for safe and productive use. With a comprehensive and community-driven approach, AREA is recognized as a leading NGO contributing to Afghanistan’s humanitarian response and long-term recovery.

Job Description:

Duties and Responsibilities:

  • Develop and implement a comprehensive M&E framework to assess project progress against objectives and indicators.
  • Conduct regular field visits to monitor project activities, ensuring compliance with timelines and quality standards.
  • Collect, analyze, and interpret data related to project outcomes and impacts, focusing on food security and agricultural livelihoods.
  • Design and maintain databases for tracking beneficiary information, project outputs, and outcomes.
  • Ensure the accuracy and integrity of data collected through surveys, focus groups, and other M&E tools.
  • Prepare and submit regular reports on M&E findings to project management and stakeholders.
  • Train project staff and local partners on M&E methodologies, data collection techniques, and the use of M&E tools.
  • Facilitate workshops and training sessions to enhance the understanding of M&E principles among project team members.
  • Establish and manage community feedback and response mechanisms to gather insights from beneficiaries on project effectiveness and areas for improvement.
  • Ensure that feedback is systematically analyzed and used to inform project adjustments and enhancements.
  • Prepare detailed M&E reports, including baseline, mid-term, and end-line evaluations, to assess project impact and effectiveness.
  • Document lessons learned and best practices throughout the project lifecycle to inform future programming.
  • Collaborate with local partners, stakeholders, and other organizations to align M&E efforts and share relevant data and insights.
  • Participate in regular coordination meetings with the FSAC and other relevant clusters to ensure M&E practices are aligned with sector standards.
  • Ensure that M&E activities comply with donor requirements and organizational policies.
  • Conduct quality assurance checks on data collection processes and reporting to maintain high standards of accountability.
  • Use M&E findings to facilitate adaptive management, making necessary adjustments to project strategies and activities based on evidence and feedback.
  • Support the project team in identifying and addressing challenges related to M&E implementation.
  • Ensure that M&E processes are inclusive and sensitive to the needs of women, girls, and persons with disabilities.
  • Monitor the participation and outcomes of marginalized groups to assess the project's impact on equity and inclusion.

Job Requirements:

  • Education: A Bachelor's in Agriculture, Rural Development, Project Management, or a related field.
  • Experience: A minimum of 10 years of relevant experience in managing agriculture or rural development projects.
  • Donor-Funded Project Management: Demonstrated experience in managing donor-funded projects, including those from organizations such as the UN, EU, and USAID.
  • Agricultural Expertise: In-depth knowledge of agricultural best practices and an understanding of rural community dynamics.
  • Project Management Skills: Exceptional project management, leadership, and organizational abilities.
  • Financial Acumen: Proficient in financial management and reporting.
  • Communication Skills: Strong interpersonal and communication skills, enabling effective collaboration with diverse stakeholders
