Registered with the Ministry of Commerce under registration number 1579, ASIO operates as a domestic NGO. Committed to compliance with Afghanistan’s government laws, rules, and regulations, ASIO also adheres to donor guidelines and regulations.

Job Summary:

The Site Engineer is responsible for overseeing and managing technical aspects of construction projects on-site. This role ensures that construction activities comply with design specifications, quality standards, and safety regulations. The Site Engineer coordinates between contractors, subcontractors, and project teams to ensure smooth execution of work while maintaining schedules and budgets.

Key Responsibilities

1. Make sure the construction works are in compliance with the technical specification, drawings and contract terms and condition.
2. Monitor the contractor QA/QC program including testing materials and ensure that the quality of materials meet the project requirements.
3. Conduct daily field inspections and monitoring work in progress and assures the work meets the requirements of the plans and specifications and good work practice standards.
4. Determine field changes, design engineering changes, and non-conformances.
5. Review the contractor's work plan and make sure the schedule is followed.
6. Plan and recommend procedures to be implemented by the contractor to assure construction operations are within requirements of engineering design and specifications.
7. Work with contractor engineering and operating personnel to coordinate construction activities.
8. Be able to stay in and travel at the project site and where it’s necessary in connection to project activities
9. Do other duties as assigned by project manager/ ASIO senior management.

Education & Experience:

1. Bachelor’s degree in Civil Engineering, Construction Management, or related field.
2. 3+ years of experience in construction site supervision (building, infrastructure, organization projects).
3. Familiarity with construction software (AutoCAD, MS Project).

Technical Skills:

1. Strong understanding of construction methods, materials, and structural principles.
2. Ability to interpret engineering drawings and specifications.
3. Proficiency in surveying, leveling, and setting out works.
4. Experience with project management tools is a plus.

Soft Skills:

1. Excellent leadership and problem-solving abilities.
2. Strong communication and teamwork skills.
3. Ability to work under pressure and meet deadlines.

Work Environment:

1. 100% site-based role with exposure to outdoor conditions.
2. May require extended hours/weekend work based on project demands.
3. Must follow safety protocols and wear PPE at all times.
