Job Description:
Summary of Key Functions
The Senior Field Officer is responsible for coordinating, reporting, and supporting Maternal and Child Health Center (MCHC) activities at the provincial level, ensuring effective communication with CARE Kabul. Key duties include field monitoring, technical support, action planning, progress tracking, and representing CARE in technical and coordination forums
KEY RELATIONS
- Report to project manager
- Collaborate with Herat provincial office management concerned entities/departments in the province to make sure that all project activities are executed as per project scope of work and CARE Afghanistan administrative/financial/procurement and security policies and regulations.
- Actively contribute to project team meetings, to ensure that the project interventions are implemented in effective and efficient manner and the project goal and objectives are met
KEY RESULT EXPECTED
- The Senior Field Officer is expected to have close and regular working coordination with in-charge of all MCHCs and field staff including local community elders/stakeholders to develop/design action plan and monitor project activities.
- Facilitation of technical support and mentorship activities within and among MCHCs in the province remain one of the key responsibilities for the project officer with specific focus on maintaining productive working environment, executing administrative activities and reporting.
- Maintain provincial level coordination with key stakeholders including UNFPA regional office, government authorities, peer NGOs and community-based entities/Shuras etc.
- Support MCHCs colleagues (mainly community mobilizers, youth educators and psychosocial counselors) to organize and facilitate different public/target population awareness sessions as per project work plan.
- Conduct frequent/regular supportive supervision and monitoring visits from all MCHC s and community level activities and organize feedback sessions as per need.
- Responsible to work with provincial management and maintain internal control of project activities and different administrative tasks.
- Establish intimate working relations with target groups, households, communities to ensure safe and secure working environment and avoid any misunderstanding and rumors that might affect the project activities in the field.
- Organize project orientation events/sessions for key stakeholders at provincial level including sharing required information and objectives of the project with local communities and decision makers on the ground.
- Perform MCHCs staff performance review, recommend required support and participate in organizing capacity building events in coordination with CARE technical focal point and project management team.
- Work with local communities and target groups/beneficiaries regarding available resource mobilization, proper utilization of project inputs/assets and create the sense of ownership for sustainability.
- Ensure active community participation in terms of constructive feedback, awareness raising, local resource mobilization and project field activities assessment/monitoring.
- Review and follow project progress against expected outputs/targets to make sure that the project activities are being implemented according to project work plan, performance indicators and overall objectives.
- Prepare updates and information from all supervising activities to M&R Officer, provincial manager, project manager at any time required.
- Perform any other tasks as assigned.

Skills and Experience:
- Enough understanding/ knowledge of the protection interventions, basic lifesaving/healthcare services.
- Good communication & coordination skills
- Management skills (Monitoring, supervision& reporting)
- Excellent mentorship, training and facilitation skills
- Having a deep knowledge of Afghan traditions and local cultural norms
- Ability and willingness to work at the communities with frequent field visits
- Excellent spoken /written Dari and Pushto
- Ability to review and monitor activity and record outcomes and learning
Education and working experience.
Bachelor’s degree preferably in Medical Faculty or social science/ Equivalent with 3-5 years of experience in protection related programs/projects.
Languages Skills:
Fluency in spoken and written Dari, Pashtu and English is highly desirable.
