Job Description:

Job Summary:

The MEAL officer will monitor the implementation of all the AHF projects, in collaboration with the provincial coordinators and MEAL manager at Kabul. The role will be based in ActionAid Afghanistan’s provincial Sar-e-Pul office, with extensive travel (up to 75% of time) to project sites to initiate and verify data collection. S/he will be responsible for document progress in accordance with the project's MEAL Framework. The Officer will also be responsible for providing technical support to the project staffs on beneficiary selection, beneficiary verification process, monitoring of distribution at the distribution point and post-distribution monitoring plus qualitative and quantitative data collection and recording achievements against pre-defined performance indicators.

Tasks 

  • Assist the MEAL Coordinator with development of the M&E plan for the project, including indicator selection, target setting, reporting, designing the templates in KOBO and MIS database management.
  • Assist MEAL Sr. Coordinator to improve monitoring, evaluation, accountability and learning systems and MIS databases.
  • Work with project focal points to collect information and conduct Programme MEAL to ensure that required information is collected and available for donor reporting / programme annual and quarterly reporting.
  • Prepare case studies, success stories, lessons learned and quotes from partners and beneficiaries and reports.
  • In collaboration with the MEAL Coordinator, establish thematic evaluation systems (including methodologies, data captures instruments, data storage / management systems; and reporting / analysis mechanisms).
  • Lead role in overseeing data collection, collation, storage, analysis, and reporting ensuring that data is of high quality.
  • Visit each of the project sites on a regular basis, at least once per month, to monitor progress against reports, to assess outcomes of the work and to collect stories and case studies suitable for learning and promotional purposes.
  • Undertake regular interviews with the target populations, men and men and boys and girls, with the consideration of disability and age, individuals participating in the project to assess their level of satisfaction and to record and pass on their ideas for improvements to the project activities.
  • Assist the MEAL Manager to prepare for and conduct regular project reviews, contributing to the content and facilitation of the process.
  • Support the National and Provincial focal points to conduct baseline, mid-term evaluation, endline and PDM (post-distribution monitoring) to inform project strategies and knowledge generation.
  • Collect, collate, analyze, and present information on project outputs and outcomes for use in project management and reporting.

Prepare quality progress reports, case studies and stories of change, in line with project requirements and ActionAid guidelines.

 

Job Requirements:

Education & Training:

  • A university degree in agriculture /BBA or any other social sciences and related field.
  • Good understanding of all phases of the project management cycle, particularly project monitoring and evaluation systems.
  • Experience in writing case studies, stories of change and other promotional material.
  • Working knowledge of both spoken and written English.
  • Good communication and interpersonal skills, and able to work with others in a non-hierarchical structure.
  • Self-motivated and able to work independently.
  • Good analytical and report writing skills and proficient in the use of standard computer software such as MS Word, Excel and internet communication plus systems pertaining to data analysis.

Experience:

  • At least 2-3 years of experience in M&E roles with national or International NGOs in the implementation

Knowledge and previous experience in the human rights-based approach and gender sensitive monitoring and evaluation will be an advantage.  

Technical Skills :

  • Excellent knowledge and skills in quality and quantitative data analysis
  • Knowledge of tools of monitoring and evaluation –qualitative and quantitative
  • Knowledge of designing and operating KOBO platform
  • Knowledge of database development & MIS system

Basic knowledge (which can be gradually improved) of the dimension of gender and inclusion and how to monitor and evaluate them.
