Job Description:

Job Summary

The Construction Engineer will oversee the technical design, on-site supervision, and quality assurance for the Local Classrooms Project in Daikundi. Working closely with RRSWO’s education and logistics teams, you will ensure that classroom construction and renovation meet donor standards, safety regulations, and our own organizational benchmarks. Your expertise will help create safe, durable learning spaces for local communities.

Key Responsibilities

  • Design & Planning
    • Prepare detailed engineering drawings and Bills of Quantities (BoQs) for classroom construction and rehabilitation.
    • Develop realistic work schedules, resource plans, and cost estimates in coordination with the Program Manager.
  • Site Supervision & Quality Control
    • Visit the site daily to monitor workmanship, materials, and adherence to technical specifications.
    • Document progress with clear reports and photographs; flag any deviations and guide contractors on corrective actions.
  • Contract Management
    • Review and evaluate technical bids from contractors; support the tendering process and recommend awards based on quality and value.
    • Verify completed works against BoQs, certify contractor payment requests, and approve milestone payments.
  • Health, Safety & Environment (HSE)
    • Enforce HSE protocols on site, lead regular safety briefings, and ensure all workers use appropriate personal protective equipment.
    • Integrate community-sensitive approaches—especially for women and children—into construction practices.
  • Collaboration & Reporting
    • Liaise with procurement and logistics to secure timely delivery of materials and equipment.
    • Prepare and submit weekly and monthly technical reports to the Program Manager, highlighting achievements, challenges, and next steps.
  • Capacity Building
    • Mentor field supervisors and local volunteers on best practices in construction and quality assurance.

Job Requirements:

  • Bachelor’s degree in Civil or Structural Engineering (Master’s preferred).
  • 3–5 years’ hands-on experience in construction engineering, ideally within NGO-led or donor-funded projects.
  • Proven ability to interpret technical drawings and prepare accurate BoQs.
  • Strong organizational and problem-solving skills, with an eye for detail.
  • Fluent in Dari and/or Pashto; professional working proficiency in English is a plus.
