HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right.
In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters. HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.
HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

Job Description:
Purpose of the position:
The accountant will report to the Head of Accounts and will be primarily responsible for managing financial operations in Kabul
Key Responsibilities
- Financial Record Maintenance: Accurately maintain financial records using Dynamics 365 Business Central (BC 365).
- Transaction Recording: Record daily financial transactions involving vendors, customers, and employees.
- Bank Reconciliation: Reconcile bank statements with the Bank Book and submit reports by the 8th of each month.
- Vendor Record Management: Ensure vendor records are up to date, reconcile them with logistics records, and report by the 8th of each month.
- Employee Advances & Redemptions: Track employee advances, ensure timely redemptions, and report by the 5th of each month.
- Regulatory Compliance: Adhere to HealthNet TPO accounting policies, procedures, and regulatory requirements.
- Chart of Accounts Monitoring: Identify and report errors in the chart of accounts to the line manager for correction.
- General Ledger (GL) Reconciliation: Prepare monthly GL account reconciliations and submit reports by the 8th of each month.
- Audit Support: Assist with financial audits by providing necessary documentation and support.
- Confidentiality: Maintain strict confidentiality of financial records and sensitive data.
- Cash Management Coordination: Work with the Cash Manager to ensure vouchers are paid from the correct bank account, notifying the line manager of any discrepancies.
- Supporting Document Verification: Ensure completeness and accuracy of supporting documents before recording transactions.
- Invoice Review: Verify invoices for essential details and report any suspicious documents to the line manager.
- Outstanding Voucher Management: Ensure outstanding vouchers are settled in the subsequent month.
- Employee Advance Reporting: Collect and submit employee advance reports to the line manager.
- Supplier Payments: Ensure timely payments to suppliers.
- Additional Responsibilities: Perform other duties as assigned by the supervisor.
Job Requirements:
- Bachelor (BBA)
- Bookkeeping, Afghanistan tax law, excel business cnetral will be advantage.
- Good command of English, Fluent in Dari and Pashto both verbally and written
- Computing skills (Ms Office: word and excel, internet) is essential
- Team player, capacity builder, flexible in working hours
- Honest and trustworthy
- Able to work under pressure and meet the deadlines
- Understand and adhere to the principles of HealthNet TPO
- To be flexible, having positive attitude and the ability to work under pressure.
- To be an Afghan National
