Job Description:

Job Responsibilities and Accountabilities

Overall job purpose

The Logistics and Security Manager will oversee the provision of logistical and security support to Johanniter programs, ensuring compliance with organizational policies, donor guidelines, and national laws. This includes managing logistics, procurement, asset management, warehouse and inventory management, and fleet management. The role also involves maintaining a safe and secure working environment for staff and coordinating the necessary resources for effective program delivery. In collaboration with department heads and the program team, the job holder will ensure the timely and efficient provision of logistical support. Additionally, the Manager will work closely with the Head of the Mission to implement and address safety and security measures specific to the country context, leading efforts to optimize organizational security and mitigate operational risks. This will include establishing security systems and fostering a culture of risk management and safety across the organization.

Tasks:

Strategy and Vision

  • Actively support and align work with the values and strategic goals of Johanniter, contributing to the development and implementation of both global and country-specific strategies.

Leadership and Staff Management

  • Manage logistics and security staff with integrity and in accordance with HR policies, ensuring high standards of accountability, professionalism, and performance.
  • Provide performance appraisals, development plans, and on-the-job learning opportunities to enhance technical capacity and team collaboration.

 

Operations and Logistics Management

  • Ensure logistics functions are executed in accordance with Johanniter and donor guidelines, working closely with the program and support staff.
  • Support program staff in the timely delivery of logistics services, ensuring accurate procurement documentation and regular follow-ups with the finance department.
  • Manage all procurement functions, including vendor relations, planning, and tracking, to ensure goods and services are delivered in the right quantity, quality, price, and on time.
  • Maintain accurate records for logistics transactions, ensuring both manual and electronic filing systems comply with audit standards.
  • Supervise fleet operations, including vehicle, motorcycle, and generator management.
  • Oversee warehouse operations, ensuring proper inventory management, storage conditions, and security. Conduct periodic warehouse inspections to ensure accuracy and take corrective actions when needed.
  • Ensure the management of IT, communication, and power-related equipment is cost-effective and maintained appropriately.
  • Support facility management, ensuring office, guesthouse and field premise repairs are done in line with lease agreements and security protocols.

Security and Risk Management

  • Develop and implement Johanniter safety and security strategy in alignment with organisational security policies.
  • Lead risk identification and assessment, conducting regular security assessments.
  • Oversee the development and review of security plans, ensuring they are based on the latest security risk assessments.
  • Design and implement relevant security standard operating procedures.
  • Lead periodic strategic reviews of the field contingency plan and measure the implementation of security guidelines across all operations.
  • Monitor and address security compliance gaps.

 

Security Operations

  • Coordinate with the Head of the Mission on the planning and implementation of evacuation plans, including office suspension, hibernation, relocation, or evacuation procedures.
  • Act as the point of contact for all safety and security-related incidents, offering immediate support during and after incidents.
  • Take charge of critical incident management and crisis response, including reporting and coordination with the management team.
  • Ensure that emergency equipment, including generators, and fire extinguishers, is in working order and perishable items are rotated.
  • Conduct regular checks to maintain the functionality of communication and tracking systems, including the vehicle fleet.
  • Supervise site protection and access control measures, including static and mobile guard forces.
  • Provide weekly security updates and monthly reports. Ensure all security incidents are reported in accordance with Johanniter’s security policy and guidelines.
  • Conduct performance reviews of security focal persons and oversee the management of the security team to ensure effective operations.

Safety and Security Capacity Building and Training

  • Develop and implement a capacity-building plan for security management, informed by local security risk assessments.
  • Provide security training and briefings for staff and visitors, ensuring compliance with organizational security policies.
  • Ensure staff attendance in required security training sessions and promote a culture of security awareness within the organization.

Any other duties as assigned by the Line Manager.

Job Requirements:

Professional Qualifications and Experience:

Essential:

  • Bachelor's degree, preferably in Logistics/Supply Chain Management, Security Management, or a related field from a recognized university.
  • Minimum of 5 years of experience in a similar role with INGOs in Afghanistan.
  • Experience collaborating with UN Agencies, humanitarian organizations and maintain positive working relationships.
  • Proven experience in Operations and Logistics Management, including procurement, asset, warehouse, and fleet management.
  • Experience in coordinating logistics in emergency or complex environments.
  • Operational and tactical experience, with a demonstrated ability to set up and maintain security systems.
  • Strong management and organizational skills, with a high level of attention to detail and proactivity.
  • Strong leadership skills with a supportive attitude towards team members, fostering an inclusive and effective working environment.
  • Ability to work independently and collaboratively as part of a team.
  • A proactive mindset with the ability to remain calm under pressure.
  • Professional behavior and a demonstrated ability to represent the organization in interagency meetings.
  • Proven ability to manage and prioritize multiple tasks under pressure, particularly during crises.
  • Excellent analytical and problem-solving abilities.
  • Strong personal values and behaviors aligned with Johanniter’s core values.
  • Strong cultural sensitivity and competence in working within diverse teams.
  • Fluent in English, Pashto and Dari, both written and verbal communication skills.
  • Computer literate, with proficiency in Word, Excel, and PowerPoint.
  • No criminal record or convictions.

Desirable:

  • Radio and/or Satellite phone communications experience, including operations and management.
  • First Aid knowledge and certifications.
  • Demonstrated ability to design and deliver training programs effectively.
