A. GNI-A Background:

Good Neighbors International (GNI) is an international humanitarian and development organization with its headquarters located in Seoul, Republic of Korea. We are a non-profit, non-governmental organization in general consultative status with the United Nations Economic and Social Council (UN ECOSOC). 

B. Program Summary:

As an INGO, since 2002, Good Neighbors International-Afghanistan (GNI-A) has been actively working in Afghanistan as a humanitarian and development aid agency, mainly targeting women and children who are deprived of their basic rights, especially the poor (rights-holders), through programs in several sectors, in order to enhance their capacities and to achieve major improvements in their lives. GNI-A is registered with the Ministry of Economy (NGO Department) under registration number 38.

GNI-A coordinates emergency relief, medical programs, WASH, educational and training programs, as well as community development projects, which enhance the capacity of individual beneficiaries, participants, employers, and host organizations to meet the opportunities and challenges of a changing Afghanistan.

The principal objective of the project is To Protect against vulnerability to climate change (Community-Based Disaster Risk Reduction and Improving Climate Resilient Livelihoods) support, providing WASH facilities and distribution of GIK Kits to the most affected households, vulnerable families, and children in the Nijrab district of Kapisa province.  The project will support 2730 HHs through various activities

Job Description:

.Purpose of the Role

The Construction Project Supervisor (Project Engineer) is responsible for overseeing the technical aspects of the construction project, ensuring compliance with engineering standards, managing site operations, and coordinating with stakeholders to ensure efficient implementation of the project.

Key Responsibilities

  1. Project Planning and Implementation 
  • Develop and review technical designs, blueprints, and specifications for the construction of the protection wall.
  • Prepare detailed work plans, schedules, and budgets for construction activities.
  • Ensure construction works align with the approved designs, safety standards, and environmental considerations.
  • Identify and determine mitigation risk approaches that may impact the project's success.
  • Supervise the Quality Control of construction as per agreed project criteria/indicators
  • Supervise daily construction activities, ensuring adherence to technical requirements and timelines.
  • Conduct regular site inspections and verify compliance with safety protocols and construction standards.
  • Ensure proper material selection and quality control measures to maintain structural integrity.
  • Review and approve construction progress reports, contractor work, and material testing results.
  • Timely, effective Coordination and Communication with project stakeholders and the GNI-A head office for ensuring the project execution goes on smoothly.
  • Act as the focal point between contractors, site engineers, project teams, and local authorities.
  • Conduct regular coordination meetings with contractors and stakeholders to resolve technical challenges.
  • Report project progress, challenges, and recommendations to the Project Implementer team.
  1. Health, Safety, and Environmental Compliance:
  • Implement and enforce workplace health and safety regulations on the construction site.
  • Ensure that all construction activities are environmentally sustainable and do not pose risks to the local community.
  • Monitor and mitigate any potential hazards related to construction works.
  1. Documentation and Reporting:
  • Maintain proper documentation of construction progress, materials used, and technical challenges.
  • Submit weekly and monthly reports on project status, work completed, and any deviations from the plan.
  • Prepare technical reports and assessments for donor and management review.

Job Requirements:

Qualifications and Experience

  1. Required Qualifications:
  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field.
  • Minimum of 5 years of experience in construction supervision, preferably in infrastructure or community-based projects.
  • Proven experience in managing construction projects, site supervision, and contractor coordination.
  • Strong knowledge of engineering principles, construction techniques, and safety standards.
  • Familiarity with Auto CAD, MS Project, and other engineering software.
  • Experience working in disaster risk reduction, WASH, or environmental projects is a plus.
  1. Skills and Competencies:
  • Strong leadership and team management skills.
  • Excellent problem-solving and decision-making abilities.
  • Ability to work in challenging field conditions with diverse stakeholders.
  • Good communication skills in Dari/Pashto and English.
  • Understanding of local construction regulations and community engagement practices.

Deliverables

  1. Approved construction work plan and implementation schedule.
  2. Weekly and monthly progress reports with photos and technical updates.
  3. Quality control and compliance reports.
  4. Completion report with recommendations for future sustainability.

Working Conditions

  1. The position is field-based, requiring frequent visits to the construction site.
  2. Travel within the province for coordination and monitoring activities.
  3. Working in a challenging environment requires flexibility and adaptability.
