HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right.

In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Description:

1. Data Collection and Tool Development

  • Design and update data collection tools in line with all Healthnet-TPO projects objectives and donor reporting requirements.
  • Ensure alignment of data tools with HMIS standards and quality of care (QoC) indicators.
  • Guide hospitals and eye camp teams in using standard data templates and reporting formats.

2. Data Management and Quality Assurance

  • Oversee regular and timely data collection from project-supported hospitals and eye outreach activities.
  • Validate and clean data to ensure completeness, accuracy, and consistency.
  • Conduct routine data quality assessments (DQAs) and provide technical support for data entry teams.
  • Formulate techniques for quality data collection and ensure data accuracy at community level
  • Ensure data security by implementing secure procedures for data storage and sharing at all levels.  
  • Provide a user manual for any tools developed for data collection and analysis focusing on the data collection level 

3. Data Analysis and Reporting

  • Perform statistical and trend analysis on key performance indicators (KPIs), service utilization, and surgical outcomes.
  • Monitor and report progress toward project targets (OPD visits, cataract surgeries, CSOM, etc.).
  • Prepare monthly, quarterly, and ad-hoc reports for donors, internal teams, and partners.
  • Provide daily and weekly feedback to the health facility staff on the daily data collection set (analysis and reporting)
  • Provide feedback on the data reported in the daily data set and share it field team on a regular basis.

4. Visualization and Presentation

  • Develop visual dashboards (e.g., graphs, charts, Power BI visuals) to present project data clearly and effectively.
  • Present findings and trends during technical meetings, project reviews, and coordination forums.
  • Support the development of success stories and data-driven learning materials.

5. Field Support and Capacity Building

  • Conduct regular field visits to project sites (hospitals and eye camps) for onsite data verification and mentoring.
  • Train health facility staff in data collection, recording, and reporting practices.
  • Collaborate with HMIS/data collection focal persons, ophthalmologists, and other staff to ensure accurate and timely data flow.

6. Monitoring & Evaluation Support

  • Support M&E and program staff in outcome and impact-level data tracking.
  • Lead the collection, analysis, and follow-up of Cataract Surgical Outcome Monitoring (CSOM) data.
  • Integrate monitoring findings into programmatic recommendations.
  • Support the research department in developing any data collections tools (events, tracking, online tools)

Deliverables:

  • Functional and regularly updated data collection tools and templates.
  • Monthly and quarterly reports submitted to management and donors.
  • Updated KPI dashboards tracking project performance.
  • Documentation of site visits, data quality reports, and training activities.
  • Presentation materials for review meetings and coordination platforms.

Job Requirements:

  • Medical Doctor (MD) is required and master’s in public health (MPH) is preferred.
  • Proven experience in HMIS, M&E, or health data management.
  • Strong analytical and data interpretation skills.
  • Fluency in English (written and spoken) and local languages.
  • Proficient in Microsoft Excel, DHIS2, Power BI, and other data visualization tools.
  • Excellent report writing, presentation, and communication skills.
  • Ability to work independently and travel frequently to field locations.
