HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right.

In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Monitoring

• Develop monitoring tools and system for specific project
• Training of program and monitoring field and Kabul team
• Conduct monitoring visits of the project
• Preparing monitoring reports and discussing with project technical staff
• Collecting reports of field monitoring visits, and providing feedback
• Manage the project M&E Matrix

Evaluation

• Lead and take part in evaluation of project as and when required
• Lead or support the data entry, analysis and preparation of the evaluation reports
• Take part or lead the design of evaluation of projects

Health Information System

• Collect and compile the project data as per national HMIS or project specific information system
• Design a HIS for the project, if needed
• Monthyanalyse and prepare reports for project technical team
• Manage the dashboard of the project
• Attend different internal andexsternal meetings

Training and capacity building on M&E and HIS

• Develop and implement training plan for project staff on M&E and HIS
• Develop and implement M&E tools and systems for better   management of project

Research and Studies

• Lead or take part in research and studies conducted by the organization
• Take part in the development and implementation of the research and studies

Support proposal development team

• Provide support for data collection and information provision for program development team
• Take part in the field studies and situation analysis

Archiving and knowledge management

• Ensuring a   proper soft and hard coptfiling system for technical data and information for the projects assigned
• Development or implementation of the database for the specific project
• Take part or lead the development of project indicators and targets
• Development of annual and quarterly plans
• Attending meetings as and when required

• MD/ equivalent medical degree
• Prefered Bachelor of public Health or statistics .
• At least 10 years full time experience with health sector including threeyears full time work experience in HIS or M&E positions
• Good working knowledge of computer statistical packages
• Strong communication, presentation and report writing skills
• Good interpersonal skill and team working ability 
• Fluency in Pashto/Dari and English
• Ability to work under pressure
• Willingness to travel to field
