The Afghanistan Institute for Civil Society (AICS) is a nationally recognized organization committed to strengthening the role of non-governmental organizations (NGOs) in Afghanistan’s development. AICS initially focused on enhancing the institutional effectiveness of NGOs through a certification program based on locally defined and internationally recognized standards. It has also provided capacity-building support and promoted transparency and accountability among NGOs. Furthermore, AICS is actively engaged in capacity-building initiatives and research activities.
Over time, AICS has expanded its scope to include direct implementation and support of education sector programs, particularly in Early Childhood Development (ECD), Community-Based Education (CBE), and Accelerated Learning Programs (ALP). Today, AICS continues to serve as a key platform for strengthening NGO capacity, supporting inclusive and quality education services, and generating knowledge to inform policies and practices across the development sector.
- To support and implement effective education programs across ECD, CBE, and ALP, aimed at improving access to and the quality of learning for Afghan children and youth.
- To generate practical, evidence-based research that contributes to improved education policies, planning, and service delivery in Afghanistan.
- To build the institutional capacity of NGOs through tailored training, technical assistance, and performance-based support.
- To promote transparency, accountability, and quality standards among NGOs operating in Afghanistan through the application of certification systems and good governance practices.
- To facilitate coordination and constructive engagement between NGOs, government entities, and development partners for effective and aligned service delivery.
Job Description:
The Data Management and M&E Assistant will play a critical role in leading the implementation of student learning outcome and school environment assessments within the Schools 2030 program. The role will support the teachers and project team in collecting high-quality data, ensuring consistency in use of relevant assessment tools, and promoting the use of evidence(s) for school-level innovation.
- Lead and support the administration of learning assessments (e.g., literacy, numeracy, socio-emotional skills) in pre-primary, primary, and secondary schools.
- Facilitate training for teachers and project staff on the use of assessment tools and ensure proper data collection practices.
- Monitor and provide feedback on the quality and integrity of assessment data, collected from the field.
- Assist in managing datasets and record validated data to relevant platforms (e.g., Kobo Toolbox, Excel or any other required data management system).
- Coordinate with M&E staff to support analysis and visualization of assessment results.
- Document best practices, challenges, and lessons learned from school-level assessments.
- Regular follow up on collecting M&E data and in placing measures in different intervals to ensure data validaty, completeness, consistency, timeliness, and accuracy.
- Responsible for timely consolidation of data and uploading it to the relevant data management platforms.
- Assist the M&E team in conducting M&E studies, data management, and reflection.
- Ensure the project success by tracking the project progress, identifying shortfalls, and guide the data collectors to adhere the data management standards and ethics.
- Travel to the project implementation points when required.
- Provide on the job training and technical support to the relevant team members.
- Perform any other task assigned by the supervisor or AICS senior team members.
Job Requirements:
- Experience working with teachers, children, or education systems.
- Strong communication and interpersonal skills.
- Familiarity with learning assessment tools (e.g., EGRA, EGMA, Schools2030 tools) is an advantage.

Basic proficiency in data tools (Excel, Kobo, or other survey platforms).

Prfeciency in using SPSS, R Program or any other research analysis tools.
