The Afghanistan Institute for Civil Society (AICS) is a nationally recognized organization committed to strengthening the role of non-governmental organizations (NGOs) in Afghanistan’s development. AICS initially focused on enhancing the institutional effectiveness of NGOs through a certification program based on locally defined and internationally recognized standards. It has also provided capacity-building support and promoted transparency and accountability among NGOs. Furthermore, AICS is actively engaged in capacity-building initiatives and research activities.
Over time, AICS has expanded its scope to include direct implementation and support of education sector programs, particularly in Early Childhood Development (ECD), Community-Based Education (CBE), and Accelerated Learning Programs (ALP). Job Description:
The Provincial Senior Officer, Education (PSOE) is a senior member of the education team based at the area office. In cooperation with the Provincial Education Manager, School 2030 National Coordinator & National Program Manager - Education, the PSOE Manages Schools2030 project in his/her respective province and districts in accordance with AICS policy, education program directives and yearly/project work plans. The PSOE is responsible for planning, budgeting, implementing, monitoring, evaluating, and reporting of Schools 2030 project in the area. He/she must spend 40% of their time on the admin/logistic activities and 60% on technical support to the DTEEs in planning and mentoring and project activities implementation as per the plan. The PSOE maintains close cooperation with the District Education Departments (DED).
Technical Advice and support:
- Lead the DTEEs in implementation of the overall Schools2030 project activities and interventions in the field under the supervision and directions from Provincial Education Manager, School 2030 national coordinator/Senior office and dotted line to National Program Manager-Education.
- Provide intensive mentoring support to the DTEEs at the area office level ensuring all the DTEEs develop their monthly action plans properly.
- Ensure that the Whole School Improvement (WSI) system is well-established and well-supported in Schools/ Classes; and
- Support the DTEEs in Preparing/implementing, training, observations, mentoring, and reporting.
Program Planning and delivery:
- Coordinate with AOEs in preparation of monthly action plans for the Schools2030 project implementation.
- Submit YPO Report to the PEM/NEC and monthly progressive report to PEM and NEC/NPME.
- Prepare monthly action plans in accordance with the YPO and share it with PEM/NEC/NPME; and
- Prepares Purchase Request (PR) forms considering the programmatic needs of the areas and providing logistic and financial support in close coordination with area finance and admin departments.
Program effectiveness:
- Oversee Schools2030 project activities in the designated area (# of districts, # of DTEEs, # DEDs/Schools/ECD) to ensure the program implementation as per AICS policy, education program directives and YPO.
- Supervise DTEEs (those whose supervision she/he is tasked with) and regularly visit all AICS Schools2030 project activities at the area level; and
- Coordinate AICS Schools2030 project activities with DEDs, schools and other AICS sectors at the area level (in # of districts).
- Staff Management and Development:
- Provide second line leadership and management in the area office through assisting the PEM in planning and implementing of Schools2030 project.
- Work closely with M&E and PEM to identify capacity building and professional development area of DTEEs and play a key role in the performance management of the staff at the area level; and
- Maintain a good filing system (both in soft and hard copies) in the area office along with the DTEEs, and all the data (both quantitative and qualitative) should be available to the M&E team.

Communication, Reporting and updates:
- Prepare monthly Schools2030 project progressive reports on the monthly basis considering the financial performance, project delivery considering the targets for each activity.
- Maintain regular communication with PEM/NEC/NPME for all the significant issues and policy matters on program implementation.
- Assist RCE and RME in writing of quarterly, six monthly and yearly reports as per requirements by regional education office or national office, and ensure that all reports, data submitted by DTEEs are accurate before submitting them to PEO/NEC/M&E; and
- Compile and share the lessons learned, project success stories, and challenges to ensure that the schools 2030 project activities are delivered efficiently and effectively through field monitoring.
Representation:
- Is responsible to represent AICS education department at meetings, educational events/campaigns, and other education relevant interventions at the DEDs and PED.
- Develop and foster a close working relationship with the DEDs/PED in # of districts
- Maintain good relations with staff from other INGOs/NGOs and local authorities.
- Work closely with other AICS regional office in the district to develop better synergy of work; and
- Be able to travel to other provinces for training and exposure visits. Focused, familiar with working long hours both at the field and office level. Manages multiple procurement and logistics tasks efficiently, plans and prioritizes work to meet deadlines under pressure.
- Good personal organization, interpersonal and communication skills.
Commitment for Child Protection:
- Carry out the responsibilities of the role in a way which reflects AICS’s commitment to protecting children in accordance with the AICS Child Safeguarding Policy and advocate for the rights of children.
- Fulfil the Performance Appraisal of their own DTEEs.
- Assist in data collection from the field seeking guidance from PEM/NEC and M&E.
- Work closely with other sectors teams in the district in order to develop better synergy of work; and
- Any tasks assigned by the immediate supervisor or senior management in the region.
Administration:
- Planning and execution of the activities approved in the YPO through the approved monthly cash requests;
- Communicate with the DEDs at the area office level and his/her task will be 60% on administration.
Technical :
- Provide technical support to the POEs and DTEEs at the area office level;
- Is responsible for overall result and outcome of the activities executed in the area office.
Logistical:
- Work closely with admin/logistic department;
- Distribution and keeping the records of all education materials and resources.
Geographical Scope:
- Across their assigned area office.
Finance:
- Has the authority at the area office to verify the purchasing request and any other monetary matters;
- Financial performance records.
HR/ staffing
- Supervise the assigned DTEEs and their performance in close coordination with POE if any.
Job Requirements:
- This position is focused mostly on the program delivery and staff management at the area office level working with DTEEs in program delivery.
- Strong motivation to improve education and ready to work in hard and remote areas; and
- Maintain good behaviour with all education stakeholders including PED/DED Academic Supervisors and Social Mobilizers, SMT, School Management Shuras, community members and AICS staff.
- Be creative and innovative in addressing education challenges and problems; and
- Fluent in English both written and spoken with strong command in Dari and Pashto.
- Outstanding coaching and mentoring skills.
