HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right.

In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Description:

  • Overall management of Finance section by ensuring all financial transactions and operations comply with organization policies, systems, and procedures.
  • Maintain all accounting transactions, cash book, Provincial Bookkeeping (PBK), Ledger and bank book and close collaboration of project Finance focal point.
  • Controlling all projects invoices and vouchers make sure that all supported by proper and required documents, as per the rule and regulation of Health Net/TPO
  • Calculating exact tax amounts on staff salaries/goods or services and ensuring for the submission to MO
  • Check and control of the documents for final entry and payments ensuring to strictly comply with procedures, rules, and compliance of HNTPO and donor.
  • Prepare monthly forecast budget (cash request) plan for all provincial projects.
  • Ensure daily, weekly, and monthly cash count in practice both physical as well documented.
  • Reconciliation of cash and bank statements with PBK and review of payable and adjustment record.
  • Inform line manager and provincial program manager in case of any mismanagement in finance section regarding cash, irrelevant expenditures, or anything against policies.
  • Ensure all security measures are placed in finance section for safely dealing of the cash flow.
  • To examine and certify monthly payrolls submitted by HR and solicitation of procurements and services submitted by logistic with supporting documents for validity, accuracy, budget coding, completeness in compliance with agreed financial systems and procedures of organization.
  • Responsible for distribution of payment of salaries and night duties to staff on monthly basis according to approved payroll.
  • Management of daily cash in hand, Responsible for payment to suppliers and service provides as per available completed and approved documents.
  • To monitor and prepare monthly accounts and financial reports as required by Donor, internal management, and donor.
  • Responsible for issuance of Bank Cheques to suppliers as per rule of HealthNet TPO.
  • Responsible to keep proper records and maintaining Cash and Bank books of dedicated banks for all currencies cash transactions.
  • Ensure the authenticity of approval before payment.
  • Conduct daily cash count at the end of everyday disclosing the amount in denomination.
  • Visiting banks for the official banking activities.
  • Responsible for management of all projects staff advances and ensure clearance in the end of each month as per HN TPO policies and procedures.
  • To facilitate the external and internal auditors when needed.
  • Any other task assigned by line manager / management.

Job Requirements:

  • Graduated from BBA/Economic, B-COm
  • At least three to five years’ experience .
  • Good command of English, Fluent in Dari and Pashto both verbally and written
