Job Summary
The Legal/Compliance Officer will support the Legal & Compliance Department in ensuring LasPay’s compliance with both internal policies and external regulatory requirements, including applicable laws, regulations, bylaws, and the Articles of Association. The officer will play a key role in reviewing legal and compliance documents, supporting regulatory reporting, implementing AML/CFT measures, conducting KYC processes, and strengthening corporate governance. This position contributes to maintaining the legal integrity, financial accountability, and regulatory compliance of LasPay’s operations under the supervision of the Chief Legal & Compliance Officer.
Key Responsibilities
Legal Affairs
- Draft, review, and revise all legal documents including contracts, agreements, MoUs, and internal policies to ensure compliance with national laws, international standards, and internal procedures.
- Manage the registration, renewal, and amendment of company licenses, and liaise with relevant ministries and the Central Bank on structural, ownership, or legal status changes.
- Provide legal advice on compliance, business operations, and dispute resolution; identify legal vulnerabilities and propose mitigation strategies.
- Translate legal and official documents (e.g., contracts, Istilams, correspondence) between English, Pashto, and Dari; communicate legal and regulatory updates to internal and external stakeholders.
- Maintain accurate legal records, support the drafting of Board resolutions and shareholder agreements, and assist in preparing documents for regulatory and license-related processes.
Compliance and Regulatory Oversight
- Ensure adherence to all applicable laws, DAB directives, FinTRACA requirements, and AML/CFT regulations; implement and update internal compliance policies and sanctions lists.
- Conduct full KYC checks during onboarding and ongoing due diligence; monitor transactions, identify/report suspicious and large transactions to FinTRACA, and maintain secure documentation.
- Prepare regulatory reports and submit to relevant authorities after internal approval; coordinate Board of Supervisors and Shareholders' meetings and report outcomes to stakeholders.
- Organize compliance-related training (e.g., AML/CFT, KYC) for staff and collaborate with departments to enhance compliance culture and risk control.
- Participate in internal audits and risk assessments; cooperate with DAB supervisory teams; maintain a compliance calendar to track deadlines and ensure timely regulatory sub
Job Requirements:
- Must have at least a bachelor’s degree in Economics or Law Master’s degree is a plus.
- Must be a decent and suitable individual as defined by regulations.
- Minimum having 3 years of relevant work experience in financial, legal, commercial, banking, money exchange, financial services, or Da Afghanistan Bank.
- Strong understanding of Afghan commercial laws, DAB regulations, AML/CFT laws and framework, and financial services compliance.
- Proven experience in contract drafting, legal analysis, and regulatory reporting.
- Excellent communication and legal writing skills in Dari and English.
- High integrity, discretion, and ability to manage confidential information.
