About Afghanistan Rehabilitation and Women Education Organization (ARWEO):

ARWEO is a nonprofit organization with a visionary focus on the rehabilitation and protection of vulnerable communities in Afghanistan. ARWEO has a strategic goal of assisting the lifesaving and immediate needs of the marginalized population, including IDPs, refugees, and host communities in eastern, central, northern, and central highlands regions. ARWEO has a history of 20 years implementing 86 projects with 65% of projects in Shelter, education, protection, food security, nutrition, and livelihoods. ARWEO is dedicated to transforming the lives of marginalized children, including boys and girls, particularly those with immediate education, protection, and humanitarian needs, and those belonging to IDP, refugee, and host communities in the affected provinces of Afghanistan.

Job Description:

Project Background:

ARWEO is executing a Shelter Support for Resilience project to protect the well-being of households affected by natural disasters, prolonged conflict, and forced displacement, with particular attention to families returning from Pakistan. These populations, often among the most vulnerable, face severe shelter insecurity and limited access to safe and dignified housing. The project targets marginalized and crisis-affected households across the eastern, central, northern, and northeastern regions of Afghanistan. Shelter assistance is provided through minor and major repairs, rehabilitation of damaged homes, and the construction of both permanent and transitional shelters, depending on each household’s condition, location, and needs. Beyond addressing the immediate need for shelter, the project also aims to enhance resilience by promoting disaster risk reduction measures and integrating locally accepted, cost-effective building practices. It contributes to the protection and stabilization of vulnerable communities, especially women-headed households, persons with disabilities, and the elderly. Local labor and skilled workers are engaged wherever possible, and technical training is incorporated to strengthen community-based construction capacity and ownership. ARWEO envisions not only rebuilding homes but also restoring dignity, safety, and a sense of permanence for families striving to recover and rebuild their lives.

 Summary:

The purpose of the Shelter Project Manager position is to implement the delegated Shelter project portfolio. The role of the project manager is to establish and implement systems to ensure that shelter assistance reaches the right people at the right time.  The project manager will contribute to quality programming by effectively managing the project, utilizing resources and information efficiently, and ensuring project scale, relevance, and effectiveness. The Shelter Project Manager will be based in [Field Location] with frequent travel to project sites. The position reports to the Program Manager at the Kabul Main Office and will liaise closely with UNHCR field officers, regional ES/NFI cluster coordinators, and relevant provincial authorities.
 

Key Responsibilities

  1. Project Leadership & Management
    • Provide overall leadership and day-to-day management for shelter projects, including emergency, transitional, and permanent shelter interventions.
    • Oversee the full project cycle: planning, implementation, monitoring, reporting, and closure.
    • Prepare and monitor detailed work plans, procurement plans, and budgets in line with donor requirements and ARWEO-UNHCR procedures.
  2. Team Management & Capacity Building
    • Provide direct line management and supervision to shelter project staff.
    • Promote a culture of teamwork, accountability, and continuous learning.
    • Organize regular technical training and mentoring to strengthen team capacity.
  3. Shelter Assessments & Implementation
    • Conduct technical assessments for shelter damage, rehabilitation, and construction needs.
    • Identify and select vulnerable households for shelter assistance in coordination with community structures and local authorities, based on UNHCR and ES/NFI Cluster criteria.
    • Develop BoQs, technical drawings, and construction standards in compliance with relevant guidelines
  4. Construction Quality Assurance
    • Supervise and ensure quality construction of shelters, including transitional shelters, and minor and major repairs.
    • Ensure adherence to safety standards and environmental sustainability practices.
    • Facilitate confirmation and certification of completed shelters by authorities and beneficiaries.
  5. Standards Compliance & Safeguarding
    • Ensure implementation of ARWEO, UNHCR, and ES/NFI Cluster standards, policies, and guidelines.
    • Uphold compliance with Safeguarding, PSEA (Protection from Sexual Exploitation and Abuse), AAP (Accountability to Affected Populations), CHS (Core Humanitarian Standards), and complaints response mechanisms.
  6. Coordination & Representation
    • Maintain active coordination with key stakeholders including UNHCR, ES/NFI Cluster, DoRR, ANDMA, and local authorities.
    • Ensure effective collaboration with the Ministry of Economy (MoEc), Ministry of Refugees and Repatriation (MoRR), provincial authorities, and UN coordination clusters.
    • Represent ARWEO in shelter coordination meetings and contribute to strategic planning in the shelter sector
  7. Monitoring, Evaluation & Reporting
    • Implement strong monitoring and evaluation systems, including field monitoring, post-distribution monitoring, satisfaction surveys, and lessons learned.
    • Prepare and submit accurate and timely reports: weekly, monthly, quarterly, and final project reports.
  8. Strategic Planning & Innovation
    • Contribute to the development and implementation of shelter strategies at the country and area levels.
    • Support the development of new shelter project proposals, including needs analysis, beneficiary profiling, and budgeting.
    • Promote innovation in shelter design and delivery to enhance impact and efficiency.

 

Job Requirements:

Qualifications

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field; a Master’s degree is preferred.
  • Minimum 7 years of experience from a senior-level project implementation position in a humanitarian/recovery context.
