Job Description:

Job Summary

The Technical Mining Specialist for Large-Scale Contracts Management plays a critical role in overseeing, evaluating, and supporting the effective implementation of large-scale mining contracts in Afghanistan. The position ensures that technical, environmental, social, and financial aspects of mining operations are in line with national laws, contractual obligations, and international best practices. The specialist works closely with other government departments, investors, and development partners to monitor and manage mining agreements to ensure transparency, accountability, and sustainable development

Duties & Responsibilities

  1. Liaise with LSMMD on lease of mines.
  2. Technical data analysis of minerals and generate a comprehensive report.
  3. Create and manage the process for project development and launching the tenders for large scale Mineral Projects.
  4. Assessment of TNs, RFPs, PQQs and proposals (from technical point of view) in full compliance with Minerals Law, Regulations of Mineral Processing.
  5. Actively work to build and maintain relationships with stakeholders including government agencies, regional bodies, key industries and business organizations.
  6. Attend negotiation meetings.
  7. Provide technical assistance to the negotiation team in order to protect the benefit of Islamic Emirate of Afghanistan.
  8. Providing facilitation in Preparation of Model Mining Contract
  9. Monitor the technical compliance of companies with their contractual and legal obligations.
  10. Evaluate mining plans, feasibility studies, and environmental and social impact assessments (ESIAs).
  11. Assist in negotiating and reviewing large-scale mining contracts to ensure technical feasibility and sustainability.
  12. Collaborate with legal and financial specialists to ensure contract terms are practical and enforceable.
  13. Participate in site inspections, audits, and monitoring visits to assess operational performance.
  14. Ensure that mining practices align with Afghanistan’s Mining Law, EIA regulations, and international mining standards.
  15. Prepare technical reports and recommendations for senior management and policymakers.
  16. Act as a liaison between the Ministry and mining companies regarding technical queries and compliance matters.
  17. Contribute to the development of policies, guidelines, and procedures for contract enforcement and performance evaluation.
  18. Any other activities as assigned by supervisor.

  • Bachelor/ Master Degree in Mining (Extraction) Engineering (Master Preferred).
  • At least 3 years (if Master Degree Holder) of work experience in relevant fields.
  • At least 5 years (if Bachelor Degree Holder) of work experience in relevant fields.
  • Strong reporting, coordination, and monitoring skills.
  • Proficiency in MS Office, Excel, and contract/project management tools.
  • Fluent in English and one national language (Dari or Pashto); fluency in both is a strong asset.
