Job Summary

The Ministry of Mines and Petroleum is seeking an Afghan national for the post of Contracts Management Specialist, who will be responsible for overseeing the full lifecycle of large-scale contracts Mining from post-signature administration to final execution. The role ensures all mining, technical affairs, and Mining Companies’ contracts are properly implemented, monitored, and aligned with national laws, policies, and international mining standards.

Duties & Responsibilities

  1. Create and organize a centralized and up-to-date large-scale mines contracts database, including milestones, payment schedules, and deliverables.
  2. Create and manage a database about contractors (Companies) their performance and the commitments.
  3. Ensure all large-scale contracts are correctly signed, stored, and referenced across relevant departments.
  4. Monitor contractor (Companies) performance and ensure compliance with agreed terms and conditions.
  5. Assist with managing contract variations, extensions, amendments, and terminations.
  6. Facilitate communication between MoMP departments, contractors, and external stakeholders.
  7. Coordinate implementation activities across relevant technical units and field offices.
  8. Track the physical and financial progress of contracts, ensuring timely execution and reporting.
  9. Conduct field visits and collect data to verify contractor compliance and deliverables.
  10. Prepare regular implementation progress reports for MoMP leadership and donors.
  11. Identify and escalate risks, delays, or non-compliance issues for timely intervention.
  12. Support in resolving contractual disputes or performance issues in coordination with legal advisors.
  13. Work closely with procurement, finance, and technical departments for coordinated implementation.
  14. Contribute to internal training and institutional capacity-building initiatives on contract execution.
  15. Any other activities as assigned by supervisor

 

Job Requirements:

Job Requirements

  • Bachelor’s or Master’s degree in Business Administration, Mining Engineering, Law, or Public Administration.
  • At least 5 years of professional experience in contract administration or project implementation in the public sector or with donor-funded programs.
  • Familiarity with the Afghan Procurement Law, Mineral Law, and relevant donor requirements (e.g., World Bank, ADB).
  • Experience managing infrastructure or mining-related contracts is highly desirable.
  • Strong reporting, coordination, and monitoring skills.
  • Proficiency in MS Office, Excel, and contract/project management tools.
  • Fluent in English and one national language (Dari or Pashto); fluency in both is a strong asset.
