About TLO:
The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.
Job Description:
The WASH Officer is responsible for planning, implementing, and monitoring Water, Sanitation, and Hygiene (WASH) programs to ensure access to clean water, proper sanitation, and hygiene promotion in target communities. The role involves technical assessments, project management, stakeholder coordination, and capacity building to improve WASH infrastructure and practices.
Key Responsibilities:
- Conduct technical assessments for water supply, sanitation, and hygiene infrastructure.
- Design and oversee the implementation of WASH projects, including gravity-fed and solar-powered water systems.
- Ensure compliance with national and international WASH standards.
- Facilitate community engagement and behavior change initiatives related to hygiene and sanitation.
- Collaborate with government agencies, NGOs, and local communities to enhance WASH services.
- Monitor and evaluate WASH interventions, ensuring effectiveness and sustainability.
- Prepare reports, budgets, and proposals for WASH projects.
- Train and mentor community hygiene promoters and WASH committees.
- Establish, train and mentor community Water Sanitation User Committees (WSUC).
- Facilitate Community Led Total Sanitation (CLTS) sessions.
- Facilitate, monitor and lead construction of latrines in target communities.
Job Requirements:
- Bachelor’s degree in Civil Engineering, Environmental Science, Public Health, or a related field.
- Minimum of 3-5 years of experience in WASH project implementation.
- Proficiency in AutoCAD, Water CAD, and other design software for water supply systems.
- Knowledge of solar-powered water systems and sanitation technologies.
- Strong project management and stakeholder coordination skills.
- Experience in contract preparation, tendering, and management.
- Excellent communication and report-writing skills.
Preferred Skills:
- Ability to work in challenging environments and engage with diverse communities.
- Strong analytical and problem-solving skills.
- Experience in capacity building and training.
