Job Porpuse
The Senior Business Development Coordinator (SBDC) is responsible for the timely and effective management and development of a large, multi-donor grant portfolio. Operating within the Program Development and Quality (PDQ) Department, the SBDC oversees all aspects of business development—including proposal development, donor reporting, compliance, and administrative functions. As a key figure in the team, the SBDC proactively identifies funding opportunities, develops high-quality concept notes and proposals, engages with in-country and external donor representatives, and coordinates proposal development teams in close partnership with the PDQ Director. The role requires strict adherence to donor guidelines, close collaboration with World Vision Support Offices (SOs), and regular communication with the World Vision Middle East and Eastern Europe Regional Office’s Resource Development Unit (RDU). Additionally, the SBDC supports project managers across the portfolio by overseeing the management and communication of the Grant Health Tracker (GHT), and by facilitating the integration, implementation, and strategic reporting of child well-being outcomes, targets, and indicators into grant designs where applicable. The SBDC also provides technical support and guidance to national program officers, zonal managers, project managers, and technical specialists to ensure understanding, implementation, and compliance with both World Vision International (WVI) partnership standards and donor requirements.
The position will also supervise the senor business development officer, program officer and officer assistants.
Major Responsibilities
Grants Acquisition and Proposal Design
- In coordination with the Program Development and Quality Director (PDQD) and team members, proactively identify and respond to grant opportunities aligned with WVA strategic objectives and the Child Well-being Outcomes and Targets.
- Collaborate with the PDQD to revise and update the GAM business plan regularly, ensuring it remains relevant and responsive to the donor landscape to guide resource mobilization efforts.
- Ensure timely and accurate uploading of quality acquisition data in partnership with respective program officers.
- Develop and submit high-quality, innovative concepts and proposals to donors in coordination with the PDQD, sector leads, other departments, and team members.
- Work closely with WVA sector leads, MEAL, finance, operations, and other teams throughout the grant acquisition process, ensuring all concepts and proposal sections are completed on time, maintain high quality, and highlight innovative ideas.
- Partner with the PDQD, technical experts, grant finance, and zonal managers to establish and sustain partnerships with local and international NGOs, ensuring compliance with WVI minimum standards such as due diligence, reporting, and grant compliance.
- Ensure project proposals address community needs, foster community participation, incorporate children’s voices, and align with WVA strategic objectives and WVI Child Well-Being Outcomes and Targets.
- Verify that log frames, budgets, and other proposal documents comply with WVI and donor formats and standards, submitting them for review by PDQD, Finance, Risk & Compliance Advisor, and sector leads prior to submission.
- Collaborate with the PDQD to maintain and communicate grant opportunities, projections, pipelines, and project tracking tools.
- Maintain an updated list of current and potential donors for Afghanistan and actively engage with them alongside the Regional Development Unit (RDU).
- Develop proposal development calendars for each opportunity and ensure action review meetings are conducted and documented following each submission.
- Ensure new grants build on and connect with existing grants while adapting to evolving contextual needs.
Grants Management and Reporting
- Collaborate with Field Office (FO) teams to develop donor reports and other award deliverables (e.g., work plans, M&E plans), ensuring they meet high-quality standards, are coherent, accurate, and submitted on time according to donor and WVI internal requirements.
- Work on monthly, annual, and end-of-project narrative reports, newsletters, situational reports, and other necessary reports in collaboration with various departments, both internally and externally.
- Manage and/or support agreement reviews, amendments/modifications, and negotiations, while also assisting in award close-out procedures as necessary.
- Monitor program progress to ensure the achievement of goals, objectives, and adherence to non-financial grant requirements.
- Ensure program implementation aligns with the Red Cross Code of Conduct, SPHERE standards, and relevant WV internal standards and policies.
- Support and, when needed, lead the monthly Grant Health Tracker and facilitate start-up and close-out Grant meetings.
- Offer technical guidance on donor rules and regulations to the FO team to ensure compliance.
- Proactively identify and address potential compliance issues with the FO team, keeping team informed of any anticipated challenges in meeting contractual obligations, as well as spend rates and significant budget variances.
- Participate in and support the coordination of the country program’s project cycle meetings, as well as donor and partner meetings, as required.
Quality Assurance, Accountability and Information
Management
- Streamline program processes to ensure the timely and high-quality preparation of grant proposals, donor reports, and other reporting requirements.
- Ensure that WV Afghanistan’s business development systems and processes are adapted and streamlined across the portfolio. This involves utilizing adequate tracking tools to support effective grant compliance and positive audit results. It's imperative that both the grant team and field office staff understand and adhere to this system accordingly.
- Ensure alignment with WV’s established external engagement, BD, partnering steps, and response strategies.
- Incorporate internal and international humanitarian standards (Sphere, HAP, etc.) into all project designs and implementations.
Partnership & External Relations
- Establish and maintain robust relationships and information exchange with Support Office representatives.
- Facilitate partner selection for new project opportunities and provide capacity building in GAM for partners.
- Assist the program team in identifying potential partners to collaborate with in projects.
- Ensure alignment with WV’s established external engagement, GAM, partnering steps, and response strategies.
Staff management and capacity building
- Train, coach, and support senior program and business development officers, program officers, assistants, and the operations team on reporting, donor compliance, proposal development, and award and sub-award management.
- Assist the field office (FO) team in applying Project Cycle Management (PCM) guidance and provide capacity-building support to ensure effective implementation.
- Capture best practices and lessons learned, facilitating cross-learning opportunities across the region and globally.
- Supervise and support program officers in their daily responsibilities to enhance performance and accountability.
- Establish and maintain proposer performance management systems for officers in line with WVI Policies and Compliance (P&C) guidelines.

Job Requirements:
Required Professional Education and Experience
MA in Social Sciences, International Development, International Relations or related field.
7 years’ experience in emergency response, humanitarian or development programming, including grants, proposal writing, and fundraising.
Proven skills in grant acquisition, grant writing, fundraising, project design, and proposal development for international donors.
Expertise in integrated project design and developing monitoring and evaluation systems.
Preferred Knowledge and Qualifications
Advanced written and spoken English language skills. Expressing ideas clearly and effectively, both in spoken and written English is a must for this role.
Strong understanding of the grants cycle.
Knowledge of budget requirements and regulations of major donors including the USAID, GAC, EU/ECHO, German Government.
DFID and UN agencies. Familiarity with humanitarian codes, minimum standards, principles and practice. More than 7 years’ experience in humanitarian and development programing is preferred.
Experience in large scale humanitarian emergencies
Understanding of project design and proposal writing.
Basic understanding of the workings of major donors, such as USAID, UN, CIDA, Aus Aid etc.
Good understanding of World Vision and Sphere relief standards, as well as the Red Cross and NGO Code of Conduct.
Strong capacity building and facilitation skills
Ability to complete tasks in a timely manner.
Ability to pursue thoroughness and appropriate attention to detail.
Ability to express self clearly in all forms of writing.
