HR Manager
Terms of Reference (ToR) for the position of HR Manager for AEHDA’s National Operations based in Kabul:
Position Title: HR Manager
Project Title: AEHDA Multi-sectoral Programs (Health, WASH, Protection)
Duty Station: Kabul (with occasional travel to provinces)
Duration: 12 months (extendable up to 3 years based on performance and availability of funding)
Probation Period: 3 months
Reporting to: Executive Director / Operations Director
1. Background
AEHDA is a non-profit humanitarian organization working across Afghanistan to deliver health, WASH, and protection services to vulnerable populations. With growing operational scope, a strong Human Resources (HR) function is critical to maintain compliance, staff well-being, recruitment efficiency, and organizational integrity. The HR Manager plays a central role in strategic workforce planning, personnel management, and policy implementation.
2. Purpose of the Position
The HR Manager will oversee the full spectrum of HR services including recruitment, onboarding, staff development, payroll coordination, grievance handling, and policy compliance. The role ensures alignment between AEHDA’s human resources practices and its mission, legal standards, and donor requirements.
3. Key Responsibilities
Strategic HR Management:
• Lead development and implementation of HR strategies aligned with AEHDA’s operational plans.
• Ensure compliance with Afghanistan labor laws, donor regulations, and AEHDA internal policies.
• Develop and revise HR manuals, staff regulations, and performance appraisal frameworks.
Recruitment and Contracting:
• Manage transparent and merit-based recruitment processes.
• Oversee job postings, shortlisting, interviewing, reference checks, and contracting.
• Ensure all staff have signed contracts, TORs, and orientation documentation on file.
Personnel Administration:
• Maintain an up-to-date HRMIS and staff filing system (both hard and soft copies).
• Monitor staff probation periods, contract renewals, and terminations.
• Administer leave, attendance records, and timesheets in coordination with admin and finance.
Capacity Development:
• Identify staff training needs and collaborate with program teams to implement learning plans.
• Support management in organizational development initiatives and succession planning.
Employee Relations and Compliance:
• Address staff concerns, complaints, and grievances in a professional and confidential manner.
• Ensure disciplinary actions are in line with AEHDA policy and Afghan law.
• Monitor adherence to AEHDA’s PSEA, Code of Conduct, and safeguarding policies.
Coordination and Reporting:
• Prepare monthly HR updates for senior management.
• Liaise with relevant ministries (e.g., MoLSA) on HR-related compliance issues.
• Coordinate closely with finance on payroll and staff benefit issues.
4. Qualifications
• Bachelor’s or Master’s degree in Human Resources, Business Administration, Management, or a related field.
• At least 5 years of progressive HR experience, with 2+ years in a managerial role, preferably in the NGO sector.
• In-depth knowledge of Afghan labor law, HR best practices, and humanitarian principles.
• Proven experience in HR software, Excel, and Microsoft Office Suite.
• Excellent interpersonal, negotiation, and conflict resolution skills.
• Strong verbal and written communication skills in Dari, Pashto, and English.

The HR Manager is expected to promote and uphold AEHDA’s Protection from Sexual Exploitation and Abuse (PSEA), Child Protection, and Code of Conduct policies. S/he will play a leading role in ensuring that safeguarding principles are embedded across recruitment and HR processes.
8. Working Conditions
• Based in Kabul with occasional visits to provincial offices (Herat, etc.).
• Full-time position, 5 working days/week (Saturday to Wednesday).
• May be required to support emergency HR needs outside regular hours.
9. Interdiction Clause
Any misconduct, breach of confidentiality, bias in hiring, or violations of AEHDA’s HR policies and labor law will result in disciplinary measures, including termination of contract and legal accountability.
