Terms of Reference (ToR) for the position of Safety Officer for AEHDA’s Health, WASH, and Protection project in  Province :

Position Title: Safety Officer
Project Title: Health, WASH, and Protection Interventions
Duty Station: Herat province (with regular travel to field sites)
Duration: 12 months (extendable based on performance and availability of funding)
Probation Period: 3 months
Reporting to: Operations/Logistics Manager and Security Focal Point

1. Background

AEHDA is a humanitarian organization delivering critical health, WASH, and protection services in conflict-affected and underserved areas. The safety and security of staff, assets, and beneficiaries are essential for successful implementation. AEHDA requires a dedicated Safety Officer to monitor and mitigate risks, provide safety guidance, and contribute to operational continuity in insecure environments.

2. Purpose of the Position

The Safety Officer is responsible for supporting and implementing safety and security protocols for staff, premises, vehicles, and project activities. The role ensures that AEHDA operations are conducted with minimal risk while maintaining humanitarian access and compliance with security standards.

3. Key Responsibilities

• Monitor the security situation across AEHDA’s areas of operation and provide timely updates to management and staff.
• Maintain up-to-date safety risk assessments, incident tracking, and security briefings.
• Support in the development, dissemination, and enforcement of safety policies and standard operating procedures (SOPs).
• Conduct security briefings for newly recruited staff and visitors.
• Liaise with local authorities, community leaders, and other NGOs to gather safety-related information and coordinate risk mitigation efforts.
• Conduct regular safety inspections of offices, vehicles, and field sites.
• Support the development and practice of contingency plans, including evacuation and hibernation protocols.
• Track staff movement during field missions and ensure all teams have communication equipment and emergency contact info.
• Train field staff and drivers on safety awareness and first response during incidents.
• Assist in incident investigations and prepare safety reports for internal use.

4. Qualifications

• Bachelor’s degree in security studies, risk management, or any relevant field; military or police background is a plus.
• Minimum 3 years of experience in security or safety roles, preferably in humanitarian or development contexts.
• Strong knowledge of local security dynamics and context.
• Excellent communication and negotiation skills.
• Ability to analyze threats and offer practical safety solutions.
• Computer skills (MS Office, mapping tools, GPS systems).
• Fluency in local languages (Dari or Pashto); basic English proficiency preferred.

6. Reporting Line

The Safety Officer is required to comply fully with AEHDA’s Protection from Sexual Exploitation and Abuse (PSEA), Child Protection, and Code of Conduct policies. The position demands discretion, professionalism, and adherence to humanitarian principles at all times.

8. Working Conditions

• Based in [Insert Province], with frequent travel to project sites.
• Full-time position, 5 working days per week (Saturday to Wednesday).
• Must be available during emergencies, including off-hours.

9. Interdiction Clause

Any misconduct, breach of confidentiality, negligence, or failure to uphold AEHDA safety standards will result in disciplinary measures, including possible termination of the employment contract.
