HR/Logistics Officer

 

Terms of Reference (ToR) for the position of HR/Logistics Officer for AEHDA’s Health, WASH, and Protection project in Herat Province:

Terms of Reference (ToR)

Position Title: HR/Logistics Officer
Project Title: Health, WASH, and Protection Interventions
Duty Station: Herat Province (Provincial Office, with field travel as needed)
Duration: 12 months (extendable up to 3 years based on performance and funding)
Probation Period: 3 months
Reporting to: Provincial Coordinator / HR & Operations Manager (Kabul)

1. Background

AEHDA is implementing a long-term, multi-sectoral intervention in Herat province to strengthen health systems, hygiene infrastructure, and protection services for vulnerable populations. A robust logistics and human resource function is critical to ensuring effective delivery of the project.

2. Purpose of the Position

The HR/Logistics Officer is responsible for managing provincial-level human resources, logistics, procurement, and administrative functions. S/he will ensure smooth operations, accurate documentation, and compliance with AEHDA and donor policies.

3. Key Responsibilities

Human Resources:

  • Support the recruitment, orientation, and induction of provincial staff.
  • Maintain accurate personnel files, attendance records, and leave tracking.
  • Monitor contract status, probation reviews, and renewals.
  • Assist in performance appraisals and ensure compliance with HR policies.
  • Promote a positive work environment and resolve minor grievances.

Logistics & Administration:

  • Coordinate procurement of goods and services for field operations.
  • Ensure the safe and efficient transportation of staff, equipment, and materials.
  • Manage inventory of office and project supplies.
  • Maintain records of fixed assets and conduct periodic asset verification.
  • Ensure the office is equipped, functional, and compliant with safety and security standards.
  • Oversee the maintenance of vehicles and generators.

Procurement & Compliance:

  • Prepare purchase requests, quotations, and procurement documentation.
  • Ensure vendor selection and purchasing processes follow AEHDA and donor procurement rules.
  • Support audits by maintaining updated logistics records and procurement logs.

 

6. Reporting Line

The HR/Logistics Officer reports to the Provincial Coordinator and coordinates closely with the central HR & Operations Department in Kabul.

7. PSEA and Safeguarding

The HR/Logistics Officer must adhere to AEHDA’s safeguarding policies and support safe recruitment, work environments, and complaint handling procedures. S/he is responsible for ensuring that PSEA standards are integrated into HR and operational practices.

8. Working Conditions

  • Based in Herat Provincial Office, with occasional travel to field sites.
  • Five working days per week (Saturday–Wednesday), full-time.

9. Interdiction Clause

Any violation of AEHDA policies—including fraud, misuse of resources, or breach of confidentiality—will result in immediate disciplinary action up to and including dismissal.

Job Requirements:

4. Qualifications

  • Bachelor’s degree in Business Administration, Human Resource Management, Logistics, or related field.
  • At least 5 years of combined HR and logistics experience, preferably in an NGO setting.
  • Strong organizational, communication, and multitasking skills.
  • Good command of MS Office, especially Excel and Word.
  • Familiarity with labor laws and procurement procedures in Afghanistan.
  • Proficiency in Dari and/or Pashto; basic English is an asset.
