Terms of Reference (ToR) for the position of Social Mobilizer for AEHDA’s Health, WASH, and Protection project in [Herat ]:

Position Title: Social Mobilizer
Project Title: Health, WASH, and Protection Interventions
Duty Station: [Insert Province/District] (with regular field visits to communities and project sites)
Duration: 12 months (extendable based on performance and availability of funding)
Probation Period: 3 months
Reporting to: Outreach/Community Engagement Officer

1. Background

AEHDA is implementing a multi-sectoral project to enhance community resilience and access to essential services across Health, WASH, and Protection sectors. Community participation and local ownership are critical for sustainability, which necessitates targeted outreach and awareness efforts. Social Mobilizers are the frontline link between AEHDA and the communities, ensuring effective engagement, information flow, and participation at the grassroots level.

2. Purpose of the Position

The Social Mobilizer is responsible for conducting field-based outreach and mobilization activities, raising awareness about AEHDA’s interventions, facilitating community participation, and strengthening community structures. The position ensures that community voices are heard, their needs are identified, and they are involved in the implementation of project activities.

3. Key Responsibilities

• Conduct door-to-door visits, community meetings, awareness sessions, and participatory activities in target areas.
• Mobilize and engage communities to participate in AEHDA’s Health, WASH, and Protection programs.
• Disseminate key behavior change communication (BCC) messages aligned with project themes.
• Identify and report vulnerable individuals, protection concerns, and health/WASH needs from the field.
• Maintain close coordination with community leaders, elders, and other influencers.
• Organize focus group discussions (FGDs), community feedback forums, and dialogue sessions.
• Facilitate the formation or support of community committees or volunteer groups.
• Submit accurate daily, weekly, and monthly activity reports to the Outreach/Engagement Officer.
• Collect community feedback and relay concerns, misconceptions, or barriers to project teams.
• Ensure inclusion of marginalized groups (women, youth, people with disabilities) in activities.
• Support in the planning and implementation of outreach campaigns and IEC distribution.

6. Reporting Line

The Social Mobilizer reports directly to the Outreach/Community Engagement Officer and coordinates with the Health, WASH, and Protection field teams as needed.

7. PSEA and Compliance

The Social Mobilizer must comply fully with AEHDA’s Protection from Sexual Exploitation and Abuse (PSEA) policy, Child Safeguarding policy, and Code of Conduct. All forms of abuse, exploitation, or unprofessional behavior must be reported immediately.

8. Working Conditions

• Based in [Insert Province], with daily travel to communities within the district(s).
• Full-time position, 5 working days per week (Saturday to Wednesday).
• Field-based role with regular outdoor activities and community interaction.

9. Interdiction Clause

Any misconduct, including fraud, harassment, misrepresentation, or breach of AEHDA’s core policies (PSEA, code of conduct, or neutrality), will result in immediate disciplinary action, including potential termination of employment.

• Minimum high school graduate; diploma or degree in social sciences, education, or public health is an asset.
• At least 5 years  years of experience in community outreach or mobilization roles.
• Strong familiarity with the local culture, language, and context.
• Good interpersonal, communication, and community engagement skills.
• Willingness to travel regularly to remote or underserved areas.
