Guards and Cleaners

AEHDA-standard Terms of Reference (ToR) for the positions of Guards and Cleaners at the Herat Office:

Position Titles: Guards / Cleaners
Project Title: Support Services for AEHDA’s Health, WASH, and Protection Programs
Duty Station: Herat Province (AEHDA Provincial Office)
Duration: 12 months (extendable up to 3 years based on performance and organizational needs)
Probation Period: 3 months
Reporting to: Admin Officer / Provincial Coordinator

1. Background

AEHDA operates multi-sectoral humanitarian and development projects in Herat Province. To ensure the safety, cleanliness, and effective operation of the office environment, AEHDA is recruiting reliable Guards and Cleaners. These positions are vital to maintaining secure and hygienic work conditions for staff, partners, and visitors.

2. Purpose of the Positions

The Guards are responsible for safeguarding the AEHDA Herat Office premises, staff, and property.
The Cleaners are responsible for ensuring the cleanliness and sanitation of the office facilities.

3. Key Responsibilities

For Guards

• Ensure 24/7 security of the office premises based on assigned shifts.
• Monitor entry and exit of staff, visitors, and vehicles to the premises.
• Keep a daily security logbook and report any unusual activity immediately.
• Check all doors, windows, and gates to ensure they are properly secured.
• Provide first response in case of security incidents and alert local authorities if necessary.
• Ensure that only authorized persons access the compound.
• Support fire safety measures and emergency procedures.
• Maintain the security and cleanliness of the guardhouse and gate area.

For Cleaners

• Maintain the cleanliness of all offices, meeting rooms, toilets, kitchen, and outdoor areas.
• Empty trash bins regularly and ensure proper waste disposal.
• Dust and wipe all surfaces, windows, and floors daily.
• Clean and restock bathrooms and hand-washing stations with soap, tissue, etc.
• Prepare and serve tea or water during meetings if requested.
• Report any maintenance needs (broken taps, leaks, etc.) to the Admin Officer.
• Follow hygiene and safety protocols during cleaning tasks.
• Support staff in setting up for meetings, workshops, or guest visits.

6. Reporting Line

Guards and Cleaners report to the Admin Officer or as assigned by the Provincial Coordinator.

7. PSEA and Compliance

All Guards and Cleaners must adhere to AEHDA’s Protection from Sexual Exploitation and Abuse (PSEA), Child Safeguarding Policy, and Code of Conduct. Any violation will lead to disciplinary action.

8. Working Conditions

• Based in AEHDA’s Herat Provincial Office
• Full-time role, with Guards working in rotating shifts (day/night)
Cleaners working 5 days per week (Saturday to Wednesday), with occasional overtime when needed

9. Interdiction Clause

Any misconduct including theft, neglect of duty, unauthorized absences, or violation of AEHDA’s policies will result in immediate disciplinary action including termination.

Guards:

• Minimum high school education preferred, but literacy is essential.
• At least 3 year of experience in guarding or security.
• Physically fit and mentally alert.
• Trustworthy, disciplined, and punctual.
• Knowledge of local security context in Herat.
• Ability to work night/day shifts, weekends, and holidays as per roster.

Cleaners:

• Basic literacy preferred.
• Minimum 1 year of experience in office cleaning.
• Knowledge of cleaning materials and safety hygiene standards.
• Honest, dependable, and physically fit.
• Respectful and discreet in professional conduct.
