About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a localhealth system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are atgreater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, inorder to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level,strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional responseactivities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support andthe distribution of hygiene kits to affected populations.

Job Description:

Job Summary

The Mission Pharmacy Manager plays a critical role in supporting the Nutrition & Health, and Logistics departments by overseeing the estimation, procurement and quality management of medical products across Country Office projects. This position is responsible for coordinating international and local medical procurement, including liaising with health authorities to secure import permits and tax exemptions. The role involves assessing medical needs, preparing international orders, evaluating molecular substitutions, and contributing to procurement planning and market analysis. Additionally, the Pharmacy Manager ensures the effective use of stock management tools, monitors stock and consumption data, and collaborates with program teams to align medical supply with healthcare delivery. By providing accurate, real-time data on stock levels and usage, the Pharmacy Manager helps optimize supply chain efficiency and ensures the availability of essential medical products. Additionaly, he ensures the rational use of drugs.

 

Objective 1

Medical Procurement and Supply Chain Coordination

Tasks & responsibilities

Needs Estimation & Procurement Planning :

  • Prepare the Annual needs estimation (both DS and local purchase) based on the Guidelines and timelines using reliable AMC report from Health Facilities, or epidemiological data if no history of consumptions in consultation with HoD.
  • Contribute to procurement planning and participate in pre-order analysis sessions.
  • Collaborate with the H&N HOD to assess medical needs and prepare international and local orders based on available budget and evolving needs.
  • Maintain updated procurement and supply plans aligned with project needs.

Procurement & Supply Chain Coordination

  • Liase with Logistics and Nutrition/Health departments in managing international and local medical procurement
  • Coordinate with procurement and logistics teams to align supply planning with actual consumption patterns and avoid stockouts or overstocking.
  • Advise on molecular substitutions during the procurement process according to the national protocole
  • Coordinate with the Logistics in-charge responsible for custom clearance to obtain import permits, tax exemptions and other required documentations from the local health and administrative authorities.

Supplier Management & Market Assessment

  • Assess local market for emergency procurement needs, maintain updated records of QUAMED-validated suppliers, collect documentation for potential audits, and support sourcing activities through supplier identification and selection.
  • Improve collaboration with local suppliers: support the log team in signing MoU with pre-certified suppliers to secure availability of quality drugs.

Technical Validation & Quality Assurance

  • Ensure that both the H&N team and the HQ Pharmacist are actively involved in reviewing and validating equipment specifications to guarantee technical accuracy and alignment with programmatic needs.
  • Promote and monitor the rational use of medicines by ensuring prescribing practices align with clinical guidelines, supported by regular analysis of stock, consumption, and program data
  • Monitor compliance with storage and handling protocols, especially for temperature-sensitive items, and flag deviations

 

Objective 2

Coordination for Effective Pharmaceutical Management

Tasks & responsibilities

Pharmaceutical Stock and Data Management

  • Ensure accurate collection of consumption and shortage for tracers drugs from dispensing sites on a monthly basis:
  • -Make sure that the indicator is properly monitor in APR
  • -Make sure that the risk analysis of shortages is properly done at base level
  • Support the supervision teams in the process of monthly order at facility level
  • Analyze data to optimize pharmaceutical management (forecasting, cold chain, expiry tracking, surplus/shortage identification).
  • Tracers follow up: support implementation, follow up on roll out and provide analysis with recommendations.
  • Analysis of comsumptions versus context and epidemiological trends
  • Provide timely, accurate data on stock levels, consumption, and medicine usage to support decision-making
  • Act as a focal point for communication between field teams and HQ on matters related to pharmaceutical and supply chain reporting.
  • Contribute to the development and refinement of SOPs related to pharmaceutical data management and reporting.
  • Conduct periodic data quality audits to ensure completeness, accuracy, and timeliness of pharmaceutical data across all sites.

 

 Objective 3

Reporting and Documentation Strengthen Pharmaceutical Data Management & Monitoring Systems

Tasks & responsibilities

Reporting and Documentation

  • Prepare high-quality periodic reports for the H&N HOD, Logistics HOD, and HQ Advisor.
  • Support the preparation of daily, weekly, and monthly distribution and stock reports.
  • Ensure timely submission of donor-specific reports by coordinating with relevant departments and aligning data with donor requirements.
  • Maintain a centralized archive of reports, distribution records, and key communications for easy access and audit readiness.
  • Track and document lessons learned and challenges encountered during implementation to inform future planning and reporting.
  • Support data validation exercises to ensure consistency between field reports and capital records.

Supply Planning & Procurement Coordination

  • Support the development of contingency supply plans to mitigate risks related to delays, shortages, or emergencies.
  • Develop simple monitoring tools or checklists to help Program and Logistics Teams effectively track the implementation of supply distribution plans.

Coordination & Communication

  • Facilitate regular coordination meetings with field teams to review stock status, distribution progress, and reporting timelines.
  • pharmaceutical and supply chain reporting.

Budget Monitoring & Financial Tracking

  • Monitor and update Budget Follow-Up (BFU) tools, ensuring accurate expenditure tracking and forecasting

 

Objective 4

Capacity Building & Coordination

Tasks & responsibilities

  • Support capacity building of field pharmacists and storekeepers through training and mentoring, with a focus on the consistent use of pharmaceutical management tools.
  • Participate in regular coordination meetings with program and logistics teams to share insights from data and inform operational decisions.
  • Coordinate with the Finance Department to manage and monitor the budget for medicines and medical supplies, ensuring optimal allocation and compliance with financial policies.Conduct periodic data quality audits to ensure completeness, accuracy, and timeliness of pharmaceutical data across all sites.

QUALIFICATIONS

  • Advanced Diploma in Pharmacy Management (Bachelor’s Degree in Phatmacy Management -minimum 4years).
  • Minimum of 5 years of professional experience in humanitarian or development settings, with a focus on pharmaceutical management in nutrition and health programs.
  • Experience working with NGOs is highly desirable.
