HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right.

In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Description:

  • To assist in the initiation and implementation of trachoma elimination program, in line with approved Trachoma elimination plan.
  • To build and maintain relationships with PPHD, directorate of education, directorate of Hajj and religious affairs and other stakeholders.
  • To implement plans for the community mobilization, trainings, coordination, pre-Mass Drug Administration (MDA) census, MDA, and retrieval of medicines after MDA in the targeted districts.
  • To support the SAFE strategy, including Mass Drug Administration (MDA) and community mobilization efforts.
  • Participate in coordination meetings at national and provincial levels.
  • Participate in the planned trainings at provincial and national levels.
  • To facilitate training sessions for district trainers and community volunteers to ensure that district trainers effectively disseminate skills and knowledge to community distributors, thereby enhancing community sensitization, and the implementation of mass drug administration (MDA).
  • Participate in discussions and meetings with WASH implementing NGOs to follow up on WASH interventions, with an emphasis on facial cleanliness practices and environmental improvement.
  • Follow up to ensure that the information, education, and communication activities are effectively implemented prior to the MDA.
  • Engage in discussions with community leaders, religious leaders, and local authorities to support community mobilization/sensitization prior to MDA.
  • Provide orientation to the community distributors and schoolteachers distributors.
  • Support and monitor the project's communication and visibility activities.
  • Coordinate with logistic department to ensure the availability of transportation facilities and timely supply of medicines from provincial warehouses to health facilities and villages.
  • Ensure the community and schoolteachers distributors have daily stock in and out system and reported to the provincial office.
  • Ensure accountability in the distribution of medicines to prevent waste and ensure medicines reach intended beneficiaries.
  • Effectively oversee the shipment of supplies from the provincial warehouse to health facilities, as well as the retrieval of medicines following the completion of the MDA.
  • Manage pharmacy stock, including supply chain logistics and consumption reporting.
  • Ensure timely supply of medicines for the MDA campaign in targeted districts.
  • Ensure the MDA is effectively implemented in the target districts.
  • Promptly report any adverse events to the project officer at the provincial office.
  • Conduct regular supervision visits to targeted districts and villages and follow up on findings and promptly address the findings.
  • Provide regular feedback on data and monitor progress.
  • Prepare and submit daily, weekly and monthly reports to the provincial office.
  • Undertake additional tasks assigned by the line manager.

Job Requirements:

  • MD degree from an accredited university, with a minimum of 3 years of experience in public health programs.
  • Knowledge of the SAFE strategy and Trachoma Elimination Guideline.
  • Experience in community health programming and capacity building.
  • Fluent in local languages (Pashto and Dari) and Good Knowledge of English.
  • Strong interpersonal, coordination, and communication skills.
  • Willingness and able to travel to remote areas and villages within endemic districts for community sensitization, census, and Mass Drug Administration (MDA).
