Department: Program Implementation
1. Organizational Background
AEHDA is a national non-profit organization committed to delivering quality humanitarian and development services in Health, WASH, Protection, and Education sectors across Afghanistan. In partnership with World Vision International (WVI), AEHDA is implementing a multi-sectoral humanitarian response in Herat province targeting vulnerable populations with integrated services.
2. Purpose of the Position
The Social and Behavior Change (SBC) Officer will be responsible for planning, implementing, monitoring, and supporting community outreach activities to promote positive health, WASH, and protection behaviors. The role ensures evidence-based SBC strategies are applied to increase community awareness and participation, contributing to the effectiveness and sustainability of the project.
3. Key Responsibilities
Planning and Coordination
- Design and implement SBC strategies aligned with project goals.
- Develop annual and quarterly SBC activity plans in collaboration with sector leads.
- Coordinate with community leaders, CDCs, Shuras, and religious actors for social mobilization.
Implementation of Outreach Activities
- Conduct and support community awareness sessions on key health, hygiene, and protection messages.
- Ensure inclusive participation of women, youth, persons with disabilities, and marginalized groups.
- Organize public events, campaigns, and media engagements for mass awareness.
Capacity Building
- Train community health workers (CHWs), hygiene promoters, and volunteers on SBC tools.
- Provide technical support to field teams on communication for development (C4D) practices.
- Supervise peer educators and support their outreach efforts with necessary materials.
Material Development and Distribution
- Support the design and dissemination of culturally appropriate IEC/BCC materials.
- Pre-test messages and visual aids to ensure clarity and relevance for target groups.
Monitoring and Reporting
- Monitor implementation of SBC activities and collect qualitative and quantitative data.
- Document success stories, best practices, and community feedback for reporting and learning.
- Prepare timely progress reports and submit them to the Provincial Coordinator and M&E Officer.

6. Reporting and Supervision
The SBC Officer will report directly to the Provincial Coordinator and will collaborate closely with Health, WASH, and Protection Officers, as well as M&E and Admin teams.
7. PSEA and Code of Conduct
AEHDA maintains a strict zero-tolerance policy for sexual exploitation and abuse (SEA), fraud, and corruption. The SBC Officer is expected to comply with AEHDA’s PSEA policies, safeguarding protocols, and code of conduct at all times.
8. Support and Logistical Arrangements
- The position will be provided with necessary tools, IEC materials, and logistical support.
- Orientation and refresher training will be provided regularly.
- Travel to field sites will be facilitated in coordination with AEHDA’s logistics unit.
9. Security Considerations
The incumbent must adhere to AEHDA’s security and movement protocols and remain responsive to risk updates and safety advisories shared by the security focal person or provincial team.
10. Interdiction Clause
Engagement in any form of sexual exploitation, abuse, fraud, corruption, or violation of AEHDA’s code of conduct will result in immediate termination of contract and possible legal consequences.
Job Requirements:
4. Required Qualifications and Experience
- Bachelor’s degree in Public Health, Communications, Sociology, or a related field (Master’s preferred).
- Minimum 3–5 years of practical experience in SBC, BCC, or community mobilization roles in NGO/INGO sectors.
- Proven experience in designing and implementing social mobilization or awareness campaigns.
- Knowledge of community-based approaches and behavior change communication methodologies.
- Experience working in Health, WASH, or Protection programming is highly desirable.
5. Skills and Competencies
- Strong communication, interpersonal, and facilitation skills.
- Demonstrated cultural sensitivity, gender awareness, and community engagement.
- Proficiency in MS Office (Word, Excel, PowerPoint).
- Fluency in Dari and/or Pashto; working knowledge of English is an asset.
- Ability to work under pressure and meet deadlines in a challenging environment
