About Community World Service Asia:
Community World Service Asia (CWSA) is a non-governmental organization committed to delivering humanitarian and development programs across Asia. Guided by its strategic plan and under the leadership of the Regional Director, CWSA is implementing a cash grant and in-kind support project aimed at enhancing the resilience of vulnerable returnee communities in Nangarhar Province, Afghanistan.
To support this initiative, CWSA is seeking a Community Mobilizer who will play a key role in engaging with communities, facilitating beneficiary selection, and supporting the smooth implementation of the cash grant and in-kind assistance activities. The Community Mobilizer will work closely with community members, local authorities, and project staff to ensure that the assistance reaches the most vulnerable in a transparent, inclusive, and accountable manner.
Job Description:
Key Responsibilities – Community Mobilizer (In-kind/Cash Support Project for Returnees)
- Support the effective implementation of in-kind food distribution and/or unconditional cash assistance for returnee households in target communities.
- Conduct community mobilization and awareness sessions on project objectives, beneficiary selection criteria, and entitlements.
- Facilitate transparent and inclusive beneficiary selection processes in coordination with Community Development Councils (CDCs), community elders, and relevant local stakeholders.
- Assist in conducting household-level needs assessments and verification exercises based on agreed vulnerability criteria (e.g., women-headed households, families with PWDs, large families, etc.).
- Distribute beneficiary tokens/cards to selected households and provide clear guidance on distribution dates, times, and locations.
- Ensure timely coordination with CDCs and local authorities to support smooth logistics and prevent duplication of support.
- Support distribution activities on-site by guiding beneficiaries, assisting in crowd control, and ensuring orderly and dignified assistance delivery.
- Verify beneficiaries’ identity at distribution points through Tazkira/token validation and help resolve basic documentation issues.
- Promote accountability by informing communities about available complaint and feedback mechanisms and collecting feedback during mobilization or distribution.
- Provide guidance to beneficiaries on the appropriate use of the assistance (cash or food), based on their household needs and FSAC recommendations.
- Maintain accurate records of beneficiaries and distribution events, and report any irregularities or challenges to the Project Officer.
- Participate in post-distribution monitoring (PDM) and endline surveys by mobilizing participants and supporting data collection teams.
- Build and maintain good relationships with communities to strengthen trust and ensure CWSA’s access and acceptance in project areas.
- Ensure adherence to humanitarian principles, protection standards, and CWSA’s Code of Conduct in all community interactions.
Job Requirements:
Qualifications and Experience:
- At least a high school diploma; a bachelor’s degree in social science, community development, or a related field is preferred.
- Minimum 2 years of relevant experience in community mobilization, preferably in humanitarian or food security projects.
- Knowledge of local context and culture in Nangarhar Province.
- Strong interpersonal and communication skills.
- Ability to work independently and as part of a team.
- Fluency in Pashto and Dari; basic English is an asset.
