About ANHDO:
Afghanistan National Horticulture Development Organization (ANHDO) is a national non-governmental, non-profit and non-political organization registered with the Ministry of Economy and established in April 2009. The development of ANHDO is part of the European Union (EU) and the Ministry of Agriculture, Irrigation and Livestock's (MAIL) long-term strategy for the development of the horticulture sector in Afghanistan. Since then, ANHDO has developed into an important institution for horticulture development by comparing itself to other skilled and experienced Afghan professional organizations in the horticulture sector. ANHDO is operating in close coordination with the Ministry of Agriculture, Irrigation, and Livestock (MAIL) based on a separate Memorandum of Understanding (MoU). Hence, ANHDO is a cornerstone of the long-term strategy for the development of the horticulture sector in Afghanistan.
ANHDO is currently looking for a project manager for its project "Promoting resilient and equitable recovery of agriculture and livelihoods in Afghan communities (PREVALE)," which is funded by FCDO.
Job Description:
Project Leadership and Coordination
- Lead the overall planning, implementation, and monitoring of project activities across all target locations.
- Ensure effective coordination between project teams, partners, communities, and stakeholders.
- Supervise and support provincial and technical staff, ensuring team cohesion and accountability.
- Serve as the primary point of contact with the donor (if required) and represent the project in coordination forums.
Technical Oversight
- Provide guidance on technical interventions, particularly around agriculture, livelihoods, and food security.
- Ensure that all technical activities are aligned with project goals and adapted to local contexts.
Financial and Administrative Management
- Oversee project budgeting, expenditure tracking, and financial forecasting in collaboration with the Finance team.
- Ensure that project activities are implemented within the approved budget and timeline.
- Authorize project-related procurement and review expenditures for compliance.
Monitoring, Evaluation, and Learning
- Lead the development and implementation of the project’s MEL plan.
- Oversee data collection and reporting processes, ensuring evidence-based decision-making.
- Contribute to regular reporting, including monthly, quarterly, and final donor reports.
Risk Management and Compliance
- Identify operational and contextual risks and develop mitigation plans.
- Ensure compliance with donor regulations, organizational policies, and Afghan law.
- Support audit and evaluation processes as required.
Job Summary;
The PREVALE Project Manager is responsible for the full cycle of project management—from planning and implementation to monitoring, reporting, and closure. The role leads a multidisciplinary team and works closely with internal departments, external stakeholders, and community partners to ensure successful delivery of project outputs
Job Requirements:
- Master’s degree in Agriculture, Rural Development, Project Management, or a related field.
- Minimum 7 years of experience managing large-scale development or humanitarian projects, preferably in agriculture or livelihoods.
- Proven experience with donor-funded projects (e.g., USAID, EU, UN, FCDO etc.).
- Strong leadership, organizational, and decision-making skills.
- Excellent communication, negotiation, and stakeholder engagement skills.
- Proficiency in MS Office and project management tools.
- Fluency in English, Dari, and/or Pashto is required
