Job Description:
Job Purpose:
Responsible for overseeing all financial operations, ensuring financial sustainability, regulatory compliance and supporting NQA’s mission and strategic objectives.
Accounting system management:
- Establishing analytical accounts for projects to accurately record revenue and expenditure in accordance with NQA’s chart of accounts, financial accounting policies, procedures, and donor standards.
- Oversee day-to-day coordination of financial activities ensuring cost efficiency.
- Review staff monthly payroll for processing.
- Review and verify the process of payment and purchase request.
- Ensure that the costs are aligning with donor funds, budget lines and budget plan.
- Ensure all bills, vouchers and any other documents related to finance have been signed, stamped, approved and dated properly.
- Ensure all financial transaction recorded in the Odoo system accurately, within budget and on a daily basis.
- Review of Financial Documents to make sure that all transactions are accurate, within approved budget and meet NQA policies.
Banking and cash management:
- Supervise the management of bank accounts and related records, cash disbursements, cash receipts and reports on status of accounts.
- Supervise the management of cash flows in accordance with donor/ organization approved policies and procedures and ensure sufficient funds for operations and projects.
Financial statement and reporting:
- Prepare and present accurate, timely (Monthly, quarterly, six-monthly, final and when needed), comprehensive financial reports, including income statements, balance sheets, and cash flow statements to NQA office, donors, ministry of economy and relevant Government sectors.
- Prepare and analyze financial reports, statements, and forecasts to support decision-making;
- Responsible to review donor reports before the report submitted to donor
Budgeting and forecasting:
- Prepare budgets and budget projection for projects and admin with close coordination with related departments.
- Provide and maintain budget forecast on a monthly, quarterly and annual basis.
- Request funds for projects and admin on a monthly – basis and according to agreements and scheduled time frame.
Financial planning and analysis:
- Perform in-depth financial analyses to assess the financial performance of the organization and identify areas for improvement.
- Support strategic decision-making by providing forecasts, and projections to assist in long-term planning and resource allocation.
Risk management: Assess and manage financial risks, including credit risk, market risk, and liquidity risk, and minimize potential losses.
Compliance: Ensure that the organization adheres to all relevant financial policies, procedures, regulations and guidelines, including tax compliance and financial reporting standards. Ensure compliance with all financial, legal, and regulatory requirements.
Audit management:
- Manage the audit process, prepare contract documents and ensure auditing is based on both NQA’s and donor’s requirements.
- Facilitate the work of external and internal auditors and ensure that financial records are properly maintained and readily available during audits.
- Maintain relationships with external auditors, banks and any financial partners/donors.
- Participate in finance related meetings and donor meetings.
- Provide and present all financial regulations including policies, procedures, and guidelines to the field officers and other relevant staff.
- Monitoring all financial activities and records.
- Supervise and Provide direction to finance staff.
- Perform any tasks that are not covered in this job description and provide support to other departments when necessary.
Job Requirements:
Qualifications & Experience
Education:
- Bachelor's degree in Accounting, Finance, Economics, or Business Administration (required)
- Master’s degree in a related field (preferred)
- Professional certifications (CPA, ACCA, CMA) are advantageous but may be substituted with extensive practical experience
Experience:
- Minimum 6 years of progressive experience in finance and accounting
- At least 5 years working with NGOs or donor-funded projects
- Proven track record managing finances for organizations funded by international donors (USAID, FCDO, UN agencies, ECHO, etc.)
- Hands-on experience in budget development, financial reporting, and audit preparation
Technical & Compliance Skills
- Proficiency in accounting software (QuickBooks, Odoo, or similar platforms)
- Strong knowledge of donor compliance regulations and international financial reporting standards
- Expertise in internal controls, financial policies, and audit procedures
- Ability to develop and implement financial policies while ensuring regulatory and donor compliance
Audit & Financial Reporting
- Experienced in managing donor-specific audits and financial reviews
- Ability to prepare accurate financial statements and reports for internal and external stakeholders.
Leadership & Cross-Team Coordination
- Effective collaboration with cross-functional teams to align financial strategies with programmatic goals
- Ability to guide non-finance staff (including program and operations teams) in financial processes and compliance
Language Proficiency
- Fluency in English (spoken and written) is required
- Proficiency in Dari is required
