ARWEO is a nonprofit organization with a visionary focus on the rehabilitation and protection of vulnerable communities in Afghanistan. ARWEO has a strategic goal of assisting the lifesaving and immediate needs of the marginalized population including IDPs, refugees, and host communities in eastern, central, northern and central high lands regions. ARWEO has a history of 20 years implemented 86 projects with 65% of projects in Shelter, education, protection, food security, nutrition, and livelihoods. ARWEO is dedicated to transforming the lives of marginalized children including boys and girls, particularly those with immediate education, protection, and humanitarian needs, and those belonging to IDP, refugee, and host communities in the affected provinces of Afghanistan.
Job Description:
Project Background:
ARWEO is executing a Shelter Support for Resilience project to protect the well-being of households affected by natural disasters, prolonged conflict, and forced displacement, with particular attention to families returning from Pakistan. These populations, often among the most vulnerable, face severe shelter insecurity and limited access to safe and dignified housing. The project targets marginalized and crisis-affected households across the eastern, central, northern, and northeastern regions of Afghanistan. Shelter assistance is provided through minor and major repairs, rehabilitation of damaged homes, and the construction of both permanent and transitional shelters, depending on each household’s condition, location, and needs. Beyond addressing the immediate need for shelter, the project also aims to enhance resilience by promoting disaster risk reduction measures and integrating locally accepted, cost-effective building practices. It contributes to the protection and stabilization of vulnerable communities, especially women-headed households, persons with disabilities, and the elderly. Local labor and skilled workers are engaged wherever possible, and technical training is incorporated to strengthen community-based construction capacity and ownership. ARWEO envisions not only rebuilding homes but also restoring dignity, safety, and a sense of permanence for families striving to recover and rebuild their lives.
Summary
The Community Mobilizer will play a vital role in engaging and mobilizing the local community for the Shelter project. They will work closely with community members, local leaders, and project stakeholders to foster positive relationships, address concerns, and ensure community participation and support throughout the project lifecycle.
Key Responsibilities
- Establish and maintain effective relationships with community members, local leaders, and key stakeholders.
- Organize and facilitate community meetings, workshops, and information sessions to gather feedback, address concerns, and provide project updates.
- Collaborate with relevant community groups and CDCs to promote community participation and ownership of the project.
- Foster a positive and inclusive environment that encourages community involvement and active participation.
- Develop and implement a comprehensive communication plan to ensure timely and accurate information dissemination to the community.
- Respond to community inquiries, concerns, and complaints in a timely and appropriate manner.
- Act as a liaison between the project team and the community, conveying community feedback, concerns, and suggestions to project stakeholders.
- Facilitate regular meetings and consultations between project stakeholders and the community to promote transparency and two-way communication.
- Identify and address potential conflicts or disputes within the community related to the project.
- Provide support and guidance in resolving issues related to land acquisition, compensation, and other community concerns.
- Monitor community perceptions, attitudes, and feedback regarding the project.
- Collect and analyze data to assess the impact of the project on the community and identify areas for improvement.
- Prepare regular reports on community engagement activities, challenges encountered, and recommendations for enhancing community participation.

Job Requirements:
Qualifications
- Bachelor's degree in Community Development, Social Sciences, or a related field.
- Proven experience in community mobilization and engagement, preferably in Shelter projects.
- Strong understanding of community dynamics, cultural sensitivities, and local governance structures.
- Excellent communication and interpersonal skills, with the ability to engage and build rapport with diverse communities.
- Demonstrated ability to facilitate community meetings, workshops, and consultations.
- Knowledge of participatory approaches and tools for community engagement.
- Strong problem-solving and conflict resolution skills.
- Ability to work independently and as part of a multidisciplinary team.
- Proficiency in local languages spoken in the community is advantageous.
- Experience in shelter or WASH projects is highly desirable.
- Familiarity with the Shelter projects is a plus
