ABOUT THE JOB

The Economic Recovery Coordinator is responsible for coordination and technical oversight of DRC’s Economic Recovery programming in Afghanistan, across a diversity of potential programme areas including food security, climate adaption, decent livelihoods, and financial inclusion programming, across emergency, early recovery, and solutions interventions, ultimately ensuring a streamlined, fit-for-context Economic Recovery programme for DRC Afghanistan.

Working closely with colleagues from the area offices and country office, the Economic Recovery Coordinator will be responsible for maintaining an updated and integrated Economic Recovery Strategy, including a core set of activities and the technical tools and standards to support implementation. The Economic Recovery Coordinator will also provide technical guidance and support on a day-to-day basis to Economic Recovery activities across DRC Afghanistan, including supporting works implemented under other DRC core sectors including Protection, Humanitarian Disarmament and Peacebuilding (HDP), and WASH, Shelter, and Infrastructure (WASI), ensuring multi-sectorial integration, technical quality, harmonization and consistency.

Working closely with the Economic Recovery Specialists in Kabul and the Economic Recovery Managers/Team Leaders in the area offices, the Economic Recovery Coordinator will also have a strong focus on capacity-building of DRC staff and partner staff through trainings and on-the-job coaching. The role reports to the Head of Programme (HoP) and it is based in Kabul with frequent travel to the field.

Responsibilities:

Strategy Design and Delivery

  • Lead in the design and delivery of the DRC’s Economic Recovery strategy, covering food security, climate adaption, decent livelihoods, and financial inclusion programming across emergency, early recovery, and solutions programming, based on consultations with area office teams, analysis of the needs and context, and alignment with the DRC Afghanistan Strategy 2025-2026
  • Remain informed of research, trends, and innovation within the sector and transfer this into programme design and implementation, when relevant to the context

Technical Oversight

  • Lead on the development/update, harmonization, and roll-out of relevant tools, assessments, SOPs, guidelines, etc. that support the implementation of high quality and evidence-based economic recovery programming for both DRC and partners, ensuring a harmonized approach across area offices, inclusive of mandatory DRC tools to meet quality standards, including the Decent Work Assessment Tool and Modality Due Diligence Tool
  • Assure compliance with Cluster/WG and DRC standards and procedures and alignment with global strategy
  • Complete regular field visits (minimum 25% field travel) to ensure technical oversight and support, identify needs, and ensure quality programming
  • Provide regular support to DRC and partner program teams for project implementation, supporting in addressing challenges and issues and ensuring high and standardized levels of quality across areas and projects

Human Resources & Capacity Building

  • In collaboration with HoP/Area/Base Managers, support with recruitment of Economic Recovery staff at area and country level
  • Lead on the development/update of harmonized Economic Recovery job descriptions and structures
  • Participate in the recruitment of technical Economic Recovery staff
  • Contribute to setting performance objectives and performance appraisals of technical staff in the same field
  • Identify technical gaps and support capacity building for the CVA and Markets Technical Lead, Economic Recovery Specialists, and Economic Recovery Officer (Information Management in country office)
  • Assess capacity gaps amongst DRC Economic Recovery teams in the area and field offices and develop and deliver training (dedicated and on-the-job) through regular field visits as well as through the organization of regular capacity building opportunities in country office
  • Support capacity assessments and building of national partner Economic Recovery teams

Project Development

  • Lead on sector-specific research and assessments to inform DRC strategy, advocacy, programme development, and implementation, and ensure timely sharing and circulation of relevant information to other DRC departments and external stakeholders
  • Identify Economic Recovery gaps and opportunities for DRC Economic Recovery interventions
  • Lead on the design of Economic Recovery components of proposals and projects in collaboration with area teams
  • Ensure that gender, protection, and other important crosscutting concerns are mainstreamed in project design, and project activities reflect the needs of specific groups and individuals
  • Identify opportunities for integrating Economic Recovery programming with DRC’s other core sectors including Protection, Humanitarian Disarmament and Peacebuilding (HDP), and WASH, Shelter, and Infrastructure (WASI)
  • Provide inputs on Economic Recovery proposals to ensure high technical standards and alignment with technical standards, research, trends and innovation
  • Provide technical oversight of the development of Economic Recovery budgets and workplans at area level

 

Reporting

  • Ensure compliance with internal and external reporting requirements
  • Lead on the drafting of donor reports and other relevant sector-specific donor communications by collecting inputs from field teams
  • Participate in program review meetings as relevant (Grant Opening, Grant Review, & Close Out Meetings)
  • Maintain oversight of overall program implementation, including budgets and indicators, in close coordination with Economic Recovery Managers/Team Leader, Area Programme Managers, and Area Managers, monitoring for timely sector-level spending, and recommend corrective action, including internal and donor budget realignments
  • Report issues and challenges to the donor in a timely manner, in coordination with the HoP

Monitoring, Evaluation, Accountability, and Learning

  • Ensure the correct use of DRC Global Economic Recovery Indicators in the development of logical frameworks
  • Work with Monitoring Evaluation Accountability and Learning (MEAL) team to develop harmonized tools and databases to monitor and track efficiency and quality of programming and improve information management within the sector focal points
  • Support MEAL activities such as post-distribution monitoring, use of participatory approach to informing participant targeting and sectorial cash, establishing effective feedback and complaints mechanisms, etc.
  • Liaise with the MEAL team to ensure that learnings from monitoring and evaluation exercises are integrated in the sector’s strategy, SOPs and activities’ implementation

Coordination

  • Represent DRC at relevant coordination meetings (FSL Cluster, technical working groups, etc.) and circulate minutes internally
  • Ensure active participation in relevant clusters and working groups at area level
  • Identify opportunities to take a leadership role in technical working groups and strategic advisory groups
  • Ensure that DRC inputs are taken into account for the development of cluster strategies and DRC positioning in sectorial coordination mechanisms
  • Ensure close cooperation with donors, government counterparts and coordination mechanisms on site and in synergy with other DRC´s programming.
  • In close coordination with the HoP, act as the main sector-level point of contact with donors
  • Support donor visits to the field
  • Collaborate with relevant internal and external technical experts on issues related to Economic Recovery
  • Promote coordination with other DRC sectors’ and departments to foster opportunities for integration and cross-learning
  • In close cooperation with the Head of Programmes and Country Director, identify and lead in advocacy messages and/or action points at the national level through the analysis of input from DRC field operations and other primary sources

 

Collaboration with Support Services

  • Support in the procurement and management of contracts for the delivery of Economic Recovery services

Other

  • Raise any issues of non-compliance and assure compliance with DRC standards and procedures
  • Coordinate with Programme Support Unit for success story content, communication tools, etc.
  • Any other duties as agreed with HoP.

 

Job Requirements:

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

  • Minimum 5 years’ experience in planning, implementation, and monitoring of Economic Recovery programming displacement contexts, including regenerative practices in local agricultural production, natural resource management, and Climate Smart Agriculture
  • Experience in carrying out Economic Recovery interventions through and in coordination with implementing partner organizations
  • Strong knowledge of livelihoods programming in disrupted and fragile market conditions
  • Experience with managing teams and providing technical guidance and training
  • Experience in producing high-quality technical material (training material, program tools, proposals, strategic documents, etc.).
  • Ability to ensure protection mainstreaming in Economic Recovery activities
  • Familiarity with DRC’s other core sectors (Protection, Humanitarian Disarmament and Peacebuilding (HDP), and WASI)
  • Detailed knowledge of humanitarian principles, guidelines and standards
  • Thorough understanding of displacement issues and related international standards/frameworks
  • Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities and to delegate
  • Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills
  • Proven strong analytical, writing and communication skills
  • Able to manage high workload and deadlines in an efficient and timely manner

Education/qualifications:

  • A University level degree in Social Sciences, Rural Development, Agriculture, Sociology, international development or other relevant technical qualification

Languages:

  • Professional fluency in written and spoken English and local languages (Dari and Pashto)
