About ORCD:
Organization for Research & Community Development (ORCD) is a Non-governmental, Non-political, Non-profitable and independent organization founded in 2011 by a group of community development and research specialist. The aim of the organization is to contribute to the development of Afghanistan as an integral part of the international community. It envisages accomplishing its aims by building local capacities, generating evidence in various disciplines, promoting evidence-based on best practices and implementing development projects aimed at community development at the grass root level. ORCD is a multi-donor funded NGO, implementing health, agriculture and community development projects in several provinces of the country.
Job Description:
- Acts according to the policy of ORCD.
- Keeps confidentiality with issues related to ORCD.
- Works with co-operative attitude and keep a high standard of quality.
- Develops spirit of co-operation and understanding among members of the project and organization.
- Ensures overall management, administration and supervision of Health Emergency Response project including Provincial hospital of in the province.
- Represents the organization and the project in meetings with PPHD, NGOs, UN agencies and other stakeholders in the province.
- Regularly and actively participates in the PHCC meetings and other important coordination meetings at the provincial level.
- Regularly and actively participates in all important meetings and workshops conducted in Kabul city.
- Effectively coordinates the project related issues with the concerned stakeholders at the provincial level.
- Ensures valuable and appropriate information is provided from the field to be used in the project’s quarterly reports.
- Closely oversees performances of the operational and technical staff of the provincial office and makes sure they perform in line with requirements of the project, organization and MoPH.
- Closely oversees the procurement and recruitment processes at the provincial level.
- Ensures that effective supportive supervisions and monitoring are regularly conducted at the project sites including the provincial hospital as planned in the province and corrective actions are taken to address the identified problems.
- Ensures that quarterly technical and financial reports of the BPHS and EPHS project are informative, accurate and submitted on time.
- Ensure timely submission of monthly updates of Health Emergency Response project both from BPHS HFs and from provincial Hospital to PPHD and MoPH’s relevant departments.
- Develops the performance improvement plan (PIP) with the support of PPHD.
- Ensures effective implementation of PIP for (Health Facility Performance Monitoring) at the provincial/project level.
- Ensures that performance appraisals and training needs assessments of the BPHS and EPHS staff are conducted, and appropriate skills and knowledge transfer activities are performed at the project level.
- Ensures that the organization’s policies, guidelines, and procedures are implemented appropriately in the province.
- Ensures the project implementation is following organization, MOPH and donor requirements.
- Reviews the progress VS the performance indicators of Health Emergency Response project on regular basis and ensures the index and maximum levels of the project’s target indicators are achieved.
- Ensures the implementation of Provincial Hospital are in line with the MoPH EPHS guideline and hospital standards.
- Provides substantial supports for successful implementation of the vertical/BPHS supportive projects in province.
- Approves recruitment and dismissal of the clinical and management staff according to the accepted standards of Health Emergency Response projects.
- Performs any other duty assigned by Program Manager/Director and board of management.
Job Requirements:
- Primary and secondary health care services (PHC/SHC) Manager/Lead with a master’s degree in public health (or a related field), and 15 years of experience in health programs management in developing countries.
- Should be familiar with the health system and standards for the provision of primary and secondary health care services (BPHS and EPHS) in Afghanistan.
