About ORCD:

Organization for Research & Community Development (ORCD) is a Non-governmental, Non-political, Non-profitable and independent organization founded in 2011 by a group of community development and research specialist. The aim of the organization is to contribute to the development of Afghanistan as an integral part of the international community. It envisages accomplishing its aims by building local capacities, generating evidence in various disciplines, promoting evidence-based on best practices and implementing development projects aimed at community development at the grass root level. ORCD is a multi-donor funded NGO, implementing health, agriculture and community development projects in several provinces of the country.

Job Description:

  • Act according to the ORCD policy.
  • Keep confidential with issues related to ORCD.
  • Develop a Spirit of cooperation and understanding among members of the team
  • Submission of monthly activity plan to Admin Finance Director MO and FO Manager,
  • Check all cash books on a weekly basis. Conduct weekly cash count and submit scan report to MO. Submit monthly cash books to Finance Manager MO by 5th of next month. Original documents shall be submitted on quarterly basis. If necessary, a visit shall be made to MO for documents clearance once in every six months,
  • Attestation of all demands, after ensuring budget availability. He / She shall make sure that budget ceilings are not surpassed, and the demand are in compliance with Donor guidelines,
  • Ensure that all transactions are allocated according to budget and timely corrective actions are taken on voucher errors,
  • Prepare monthly & quarterly budget follow-up and submission there to Project Manager and Finance Manager, MO,
  • Checking financial documents on daily basis. Review and finalize weekly and monthly cash forecasting,
  • Attestation of vouchers on weekly basis,
  • Check and attest weekly and monthly cash forecasts,        
  • Make sure that proper filing is maintained in all departments i.e. Admin, Finance, Human Resource and logistic, in both soft and hard,
  • Check Human Resource record on regular basis. Ensure that HR Officer has monthly and weekly plans and properly followed and staff personal files are complete in all respect and properly organized. Attest monthly payrolls, make sure that salaries are paid in time,
  • Check and control Logistic department tasks and documents, i.e., work plans, follow-up, logbooks, stock books etc on weekly basis and give recommendations for betterment. Ensure that stock books and inventory lists are up to date. Monthly reports are submitted to MO,
  • Keep a week weekly back-backup financial record
  • are tax payment summary on monthly basis and submit the report to MO,
  • Perform other duties assigned by the supervisor.

Job Requirements:

  1. Master’s Degree (MBA) with 5 Years of Experience or bachelor’s degree in finance or economics or equivalent in finance certified by the relevant higher education authority in Afghanistan or other countries and at and at least 10 years of full-time experience in accounting and finance. Training in Financial reporting and training in software (e.g., QuickBooks)
  2. should be familiar with the health system and standards for the provision of primary and secondary health care services (BPHS and EPHS) in Afghanistan
