Since 2002, we have operated in five provinces of Afghanistan. Participants of our program receive vocational training for jobs like animal husbandry, tailoring and knitting, participating in savings and self-help groups, and learn to invest in their businesses as they receive stipends. Through this curriculum, they prepare to earn an income and invest in savings. They are trained by our team to embrace and defend their rights, support decision-making in their households, and create social change in their communities. WfWI progamming includes men’s engagement, where male family members and community leaders are engaged as allies and key supporters.
WfWI also support grassroots and local organizations, led by women community leaders, to gain access to resources and capacity-strengthening that improves their ability to respond to their organization and their community’s self-identified priorities. Globally, WfWI advocates to ensure that women’s participation, voice, and leadership are central to the long-term changes we’re driving. Through listening to women, we build the evidence base to engage decision-makers at every level in a transformative effort to sustain an enabling environment for women in conflict-affected contexts.
Job Description:
Key Responsibilities:
1. Procurement Leadership
- Lead and implement the full procurement cycle, including need identification, PRFs, RFQs, bid evaluations, contract management, and delivery confirmation.
- Develop and maintain an updated annual procurement plan in coordination with program and finance teams.
- Ensure all procurement processes follow WfWI and donor procurement rules and promote transparency and value for money.
- Maintain a compliant, well-documented procurement filing system (digital and physical).
- Regularly conduct market surveys and vendor assessments.
- Develop framework agreements for commonly used goods and services.
- Coordinate with Finance for timely payments and budget forecasts.
2. Logistics and Fleet Coordination
- Oversee and schedule the use of vehicles in Kabul and support regional field office logistics.
- Ensure accurate records of vehicle usage, maintenance schedules, and fuel consumption logs.
- Supervise drivers and implement WfWI’s transport and safety policies.
- Plan and coordinate transportation for staff, goods, training materials, and deliveries.
- Arrange logistics for workshops, training, and official events, including booking venues, refreshments, and travel support.
3. Asset and Inventory Management
- Maintain and regularly update the asset register.
- Oversee tagging, assignment, movement, and disposal of all WfWI assets.
- Ensure accurate inventory management of supplies and equipment.
- Conduct periodic physical verification and reconciliation of assets and inventories.
4. Vendor and Contract Management
- Maintain a current vendor database with pre-qualified suppliers.
- Develop and manage vendor contracts and framework agreements.
- Monitor supplier performance and resolve disputes when needed.
- Ensure timely renewal or termination of vendor agreements based on performance.
5. Compliance and Reporting
- Ensure adherence to all WfWI and donor procurement and logistics policies.
- Prepare regular procurement, fleet, and logistics reports for internal and donor use.
- Support internal and external audits with documentation and explanations.
- Actively participate in operations, security, and budgeting meetings.
Job Requirements:
Required Qualifications & Experience:
- Bachelor’s degree in supply chain management, Business Administration, Logistics, or a related field. (Master’s degree is preferred)
- Minimum 7–10 years of direct, full-cycle experience in procurement, logistics, fleet management, or supply chain – NGO experience is required.
- Solid understanding of donor compliance (EU, USAID, UN agencies, etc.) and Afghan market context.
- Proven ability to manage vendors, negotiate contracts, and ensure timely delivery.
- Strong budgeting and cost control skills.
- Excellent record-keeping, documentation, and report writing abilities.
- Proficient in Microsoft Office Suite, procurement tracking systems, and digital inventory tools.
- Fluent in Dari and Pashto, and strong written and spoken English are required.
- Demonstrated integrity, attention to detail, accountability, and ability to multi-task under pressure.
