Position Description:

The Field Officer for DACAAR is part of the project management team and works directly under the direct supervision of the Field Coordinator and closely work with the related team in the district. Together with Field Engineers, Social Organizers, local facilitators, and project staff at district level, he /she works in an efficient and transparent manner to achieve the results of the Project. Field Officer is leading the team at the district level and overall responsible for implementation of project activities at the district level. Field Officer will be based in field office and builds good relationship with influential bodies and key provincial and district stakeholders at the district level to ensure smooth and convenient implementation of project activities

Responsibilities:

  • Maintain good cooperative relation with the national and provincial authorities, UN agencies, NGOs, and other provincial and district stakeholders.
  • To ensure broad understanding and acceptance by local communities of the project’s activities and DACAAR in general.
  • Responsible for the projects related activities and implementation of the project at district level as per the annual action plan and report progress on time.
  • Ensure that proper community development practices and “Do No Harm” practices are incorporated and upheld throughout the planning and implementation of the project.
  • To assist the project staff in planning and overseeing implementation of development projects at the community level
  • Monitor and supervise the project related staff on a day-to-day basis and through field visits ensure good relation to members of the concerned villages/community.
  • To be innovative, creative and should have the ability to deal with different models for service delivery with special focus on community participation strategies
  • To actively evaluate the security situation at district level and implement strong adherence by staff on security regulations and precautions
  • To develop efficient and adequate management system and routines to ensure high quality in performance. Development of regular, participatory, and documented staff meetings at district level is expected.
  • Cope with local problem and always propose options for conflicts and local tensions
  • Build strong working relationship and maintain effective communications with team members.
  • Build positive working and learning environment for district office team members.
  • Address district team concerns and provide direction whatever needed.
  • To follow the DACAAR financial regulations and other policies and procedures at the district level.
  • The holder of this position must strictly follow the organization's existing security policies, procedures, and daily instructions of the safety personnel.
  • Any other duties assigned by the line manager

Job Requirements:

Education/ Qualification and Employment Benefits                                               

Education: Bachelor degree in Agriculture is required. But, higher degree is preferred.

Experience: Minimum 5 years proven experience in implementing livelihood projects, particularly in agricultural development, rural livelihoods, or food security initiative required.   

Other qualifications’ an advantage:

  • Ability in team working, Management skills and ability to properly planning, Organizing and implementing project activities.
  • Having skills of Strong reporting, effective communication problem solving and conflict resolution skills
  • Strong organizational skills with the ability to prioritize tasks effectively and supervision skills

Languages: Oral and written fluency in (English, Dari, Pashto)
