About AYSO:
Afghan Youth Services Organization (AYSO) is a National Afghan NGO registered in 2006 with the MoEc of Afghanistan with registration No:397.AYSO since came into being has developed, successfully implemented, and provided direct assistance services in different sectors such as health, educational, Food Security, Capacity building, GBV Prevention and Response, Peace, Justice Research, and Surveys human rights and awareness projects and programs with the technical and financial support of several UN Agencies such as UNDP,UNFPA, UNICEF, WFP, and WHO, AYSO has implemented projects with government ministries and departments as well as has been being implementing partner with AAH/USAID, FHI, BARC, AADA,HEWAD, and other National and International Organization
Job Description:
- Ensure HR policy and procedures comply with Afghanistan labor laws and international HR standards.
- Regularly review HR manuals, contracts, and guidelines.
- Conduct audits to ensure adherence to policies across all offices.
- Manage full-cycle recruitment, onboarding, and exit processes for staff.
- Develop job descriptions, advertise vacancies, and oversee fair selection processes.
- Ensure proper orientation and induction for new hires.
- Oversee payroll, benefits administration, and compensation structures.
- Ensure timely and accurate salary disbursements, tax deductions, and statutory benefits.
- Review and benchmark salary scales to remain competitive.
- Handle employee relations, grievances, and disciplinary actions.
- Mediate conflicts and provide solutions in line with organizational policies.
- Conduct performance management and staff development programs.
- Implement appraisal systems and support career growth initiatives.
- Supervise, train, and mentor HR officers and assistants in central and project offices.
- Conduct regular check-ins and field visits to provide guidance and resolve HR issues.
- Ensure HR teams in project offices follow standardized procedures.
- Maintain centralized HR tracking systems for attendance, leave, and personnel records.
- Coordinate training and capacity-building programs for employees.
- Identify skill gaps and organize workshops on HR policies, leadership, and compliance.
- Support staff professional development in alignment with organizational goals.
- Maintain accurate HR records and prepare reports for management.
- Ensure confidentiality and security of employee data.
- Advise senior management on HR-related legal and organizational matters.
- Ensure workplace safety, staff welfare, and organizational culture initiatives.
- Promote diversity, equity, and inclusion within the workplace.
- Establishes, updates and maintains manual and automated filing systems to store and track records/information.
- Participate in the conduct of investigation for disciplinary matters
- Keep in track of payrolls submitted to finance.
- Keeping track of employee data (vacation, contract status, benefits, salary advances, ID cards) and ensuring they are up-to-date.
- Certifying monthly payrolls for Main office and Sub offices employees, ensuring its correctness.
- Maintaining an easy -to- use archive for resumes and applications.
- Collecting data and generating reports as or when required by the management staff.
- Ensure the personnel files are maintained for all staff, to include updating contact information and maintaining the privacy of each file.
- Establishing and maintaining a database of all employee contracts with start dates, expiration dates and information on starting salary and increases
Job Requirements:
Five years of relevant professional experience, including the management of a workforce of approximately 100 to 200 personnel, along with proficiency in office software packages and Human Resource Management Systems.
