Afghan Youth Services Organization (AYSO) is a National Afghan NGO registered in 2006 with the MoEc of Afghanistan with registration No:397.AYSO since came into being has developed, successfully implemented, and provided direct assistance services in different sectors such as health, educational, Food Security, Capacity building, GBV Prevention and Response, Peace, Justice Research, and Surveys human rights and awareness projects and programs with the technical and financial support of several UN Agencies such as UNDP,UNFPA, UNICEF, WFP, and WHO, AYSO has implemented projects with government ministries and departments as well as has been being implementing partner with AAH/USAID, FHI, BARC, AADA,HEWAD, and other National and International Organization
Job Description:
- Develops annual plans, short term goals and objectives for the provincial hospital.
- Provide and manages annual expenditure budget and finances relating documents to the central office finance
- Ensure that health care services are delivered in a timely and customer oriented focus.
- Ensure that an effective Quality Improvement program is in place at the Provincial hospital.
- Collaborates with other senior health professionals in management to review, investigate, develop and/or implement the necessary systems, process improvements as they relate to health services delivery.
- Ensures that a Mass Casualty response Plan is in place for the Provincial hospital.
- Ensures that Performance Appraisal Reports are completed in accordance with the Performance Management and Appraisal System for all categories of staff employed at the Provincial hospital.
- Manage, supervise and lead all categories of staff in accordance with MOPH and AYSO Regulations.
- Conduct daily environmental rounds with management team to dialogue with staff and to ensure client’s satisfaction with services provided.
- Oversee daily hospital operations including clinical services, pharmacy, emergency care, laboratories, IPD/OPD, and diagnostic services.
- Ensure availability of medicines, supplies, and functioning medical equipment.
- Coordinate with all departments to optimize resource use and patient flow.
- Supervise and support hospital staff, including hiring, orientation, performance evaluation, and conflict resolution.
- Ensure appropriate staffing levels, rotations, and duty schedules.
- Coordinate staff training, development plans, and adherence to HR policies.
- Implement and monitor infection prevention and control (IPC) practices.
- Ensure adherence to national clinical guidelines and treatment protocols.
- Lead quality improvement initiatives and clinical audits.
- Handle patient feedback and complaints in a responsive manner.
- Develop and manage hospital budgets in coordination with finance teams.
- Monitor hospital expenditures, resource utilization, and financial reporting.
- Ensure proper documentation, procurement, and use of supplies and equipment.
- Monitor hospital performance indicators (e.g., bed occupancy, mortality rates, case load).
Ensure accurate and timely data reporting to national HMIS systems and donors
Job Requirements:
Five years of experience in managing health service delivery, or a Bachelor's degree combined with ten years of relevant experience. A medical degree or Master's degree in public health or a related field is preferred.
