Health Care and Social Development ORG-HSDO is an Afghan a Non-Political, Non-Governmental and Non-Profit organization, established to extend developmental and humanitarian assistance to the urban and rural communities of Afghanistan through implementing various projects in several provinces of Afghanistan. It has been registered in 2008 with the Ministry of Economy (MOEc) of the Government Islamic Republic of Afghanistan (GIROA) with Reg # 1239. It is also registered with Ministry of Public Health (Reg. # 1096) and in listed member with Agency Coordination Body for Relief and Development (ACBAR). Job Description:
- Oversee the achievement of project targets and objectives within the provincial hospital and affiliated health facilities.
- Ensure comprehensive implementation of promotive, preventive, and curative interventions for disease epidemics.
- Guarantee the availability and proper management of high-quality pharmaceuticals and medical supplies across the provincial hospital and all health facilities.
- Monitor and evaluate the performance of technical teams and health facility staff to ensure compliance with PHC and SHC standards and alignment with project objectives.
- Conduct regular monitoring of pharmaceutical inventories to prevent expiry and wastage.
- Ensure consistent staffing of night duty shifts across all wards within the provincial hospital.
- Facilitate coordination and collaboration with relevant internal departments and external stakeholders.
- Actively participate in provincial and district-level coordination meetings as required.
- Maintain effective communication and coordination with the provincial hospital management, health facility managers, health shuras, and surrounding community representatives.
- Collaborate closely with the administration and logistics departments to ensure timely procurement and joint supervision activities.
- Coordinate with the finance department to support financial planning, budgeting, and management for technical sub-departments.
- Promote and strengthen coordination between PHC and SHC services to enhance mutual support, knowledge sharing, and referral systems.
- Provide supervision, mentorship, and technical support to sub-office and health facility staff to ensure consistent quality assurance and quality control (QA/QC) practices, aiming for full compliance.
- Lead inter- and intra-departmental group supervision sessions to foster integrated service delivery and problem-solving.
- Ensure joint supervision by HMIS, Reproductive Health, EPI, Mental Health, Laboratory, and Communicable Disease Control/PHC departments at provincial and facility levels to address technical challenges.
- Oversee accurate data recording and timely reporting across all departments through the Health Management Information System (HMIS).
- Ensure meticulous documentation and record-keeping of all project-related activities.
- Compile and consolidate monthly narrative and other departmental reports for review.
- Assist the Project Manager in the preparation of comprehensive reports for donors and relevant authorities.
- Maintain and update district health profiles and inventories of health facilities bi-annually for both PHC and SHC programs.
- Ensure punctual submission of narrative and financial reports from all health facilities in accordance with project requirements.
- Define and establish key performance indicators to effectively monitor and evaluate program progress.
- Provide analytical feedback based on indicator performance to inform program adjustments.
- Participate in design, coordination, implementation, and analysis of baseline surveys and external evaluations.
- Conduct regular monitoring visits to provincial hospitals and health facilities, delivering constructive feedback and ensuring follow-up on recommended actions.
- Propose innovative solutions and share best practices and lessons learned from PHC and SHC project implementation, as well as from other provincial stakeholders.
- Support the Project Manager in planning, organizing, implementing, and controlling project activities in alignment with the logical framework and approved action plans.
- Identify and anticipate equipment, pharmaceutical, and other resource needs proactively to prevent shortages and ensure uninterrupted project operations.
- Review and approve procurement requests submitted by project staff, ensuring budget availability prior to authorization.
Job Requirements:
Education:
- A Medical degree along with Master’s degree in Public Health.
Experience:
- At least 10 years of managing health programs. Experience in Management of health care projects, HMIS, Report writing, Supervision and Monitoring is required.
Other:
- Committed and honest to work hard, have good communication skills, having analytical skills, leadership skills, team building skills.
- Good command of English, Fluent in Dari and Pashto both verbally and written
- Computing skills (Ms Office: word and excel, internet) is essential
- Team player, capacity builder, flexible in working hours
- Having reporting skills
- Able to work under pressure and meet the deadlines
