Health Care and Social Development ORG-HSDO is an Afghan a Non-Political, Non-Governmental and Non-Profit organization, established to extend developmental and humanitarian assistance to the urban and rural communities of Afghanistan through implementing various projects in several provinces of Afghanistan. Job Description:
- Organizing work and implementing administrative principles and regulations and ensuring a tidy, clean and safe working atmosphere.
- Providing office facilities and preparing and distributing items and required materials to the employees of head office.
- Planning and setting weekly and monthly session time of managers of Provincial office and notifying approvals of meeting to relevant departments.
- Taking timely action in repairing and renewing installed equipment’s of departments.
- Supervising and controlling activities of housekeeping staff.
- Arranging and organizing duties of drivers, implementing their duties and controlling vehicles based on circulation report book and providing fuel, gas spare parts as required.
- Preparing Training schedules, Training and seminars for housekeeping Staff.
- Supervising items of inside storeroom of the Provincial office before incumbent and strict controlling from entry and exit of items and properties.
- Participating in meeting and programs organized by stakeholders.
- Writing and processing letters for Visa, Passport, Working permits and other letters on demand.
- Arranging and filling in all the documents related to administration.
- Performing miscellaneous duties, the related to the position and other instructions issued by supervisor.
- Support the development of comprehensive budgets and financial narratives for grant proposals and donor submissions, ensuring alignment with program goals.
- Oversee end-to-end financial planning, budgeting, forecasting, and variance analysis to support sustainable organizational growth.
- Collaborate closely with program managers to develop, monitor, and adjust annual and project-specific budgets, ensuring financial discipline and alignment with objectives.
- Deliver accurate, transparent, and timely financial reports to senior management, donors, and regulatory agencies, reinforcing trust and compliance.
- Maintain strict compliance with international financial reporting standards donor contractual obligations, and applicable national tax.
- Direct and oversee all day-to-day accounting activities, including general ledger maintenance, cash flow management, and reconciliation processes to ensure accuracy and integrity.
- Develop, implement, and continuously strengthen internal control frameworks and financial governance policies to mitigate risks and enhance accountability.
- Coordinate and manage the timely completion of monthly, quarterly, and annual financial close cycles with precision and thoroughness.
- Supervise payroll processing, statutory compliance for deductions, and liaise with external auditors to facilitate comprehensive financial audits.
- Lead administrative functions encompassing procurement operations, logistics coordination, facility oversight, and asset management to optimize operational efficiency.
- Champion transparent, cost-effective procurement and supply chain management practices aligned with organizational standards and donor requirements.
- Design, refine, and institutionalize administrative workflows and procedures to streamline organizational processes.
- Drive capacity building initiatives and performance management for finance and administrative teams, fostering professional growth and operational excellence.
- Provide insightful financial analysis and reporting to inform strategic planning, resource allocation, and executive decision-making.
- Engage actively in organizational risk evaluation and the formulation of contingency and mitigation strategies.
Job Requirements:
Education:
- Bachelor’s degree (Master Preferred) in Finance, Business Administration and Economics or equivalent in finance certified by the relevant higher education authority in Afghanistan.
Experience:
- At least 10 years’ full-time experience in accounting, Administartion and Finance. Knowledge in financial reporting and training in software (e.g., QuickBooks) is required.
Other:
- Strong interpersonal and communication skills.
- Excellent command of spoken and written English and local languages.
- Computer skills: MS Office, MS Outlook, Teams.
