Health Care and Social Development ORG-HSDO is an Afghan a Non-Political, Non-Governmental and Non-Profit organization, established to extend developmental and humanitarian assistance to the urban and rural communities of Afghanistan through implementing various projects in several provinces of Afghanistan. Job Description:
- Ensure comprehensive adoption and consistent application of standardized HMIS tools and protocols across all Provincial Health Services (PHS) and Secondary Health Care (SHC) facilities throughout the province.
- Oversee the systematic and timely submission of data into the Ministry of Public Health’s DHIS2 platform on a monthly basis.
- Monitor and guarantee the adequate supply and optimal utilization of HMIS tools at every point of service delivery.
- Conduct thorough validation of HMIS reports received from service delivery units to ensure data accuracy and reliability.
- Provide strategic guidance and expert recommendations to the Project Director on all HMIS-related challenges and opportunities.
- Execute routine supervisory visits to provincial hospitals and health facilities, delivering actionable feedback to respective clusters and departments to enhance data quality and service delivery.
- Oversee health facility performance, facilitating continuous improvement initiatives aimed at meeting or exceeding target indicators.
- Perform in-depth analysis of HMIS data from health facilities and communicate insights to cluster health management teams, relevant office departments, and facility managers during cluster coordination meetings.
- Ensure the timely accomplishment of supplementary programmatic tasks beyond core HMIS functions to support overall project objectives.
- Organize and lead quarterly HMIS data utilization review sessions at the cluster level to foster evidence-based decision-making.
- Coordinate and participate in joint supervision exercises with provincial stakeholders to strengthen collaborative oversight and support mechanisms.
- Deliver precise and timely information to the Project Manager and Technical Manager to facilitate comprehensive and transparent reporting to headquarters and donor agencies.
- Strategically plan, execute, and control HMIS activities in alignment with the project’s logical framework and funding proposals.
- Guarantee punctual submission of all required reports to the central office and the Ministry of Public Health.
- Proactively identify and address shortages of HMIS tools and resources within provincial hospitals and health facilities to ensure uninterrupted operations.
- Conduct scheduled visits to health facilities as per the monthly supervision plan to maintain oversight and support.
- Ensure meticulous documentation and archival of all HMIS-related records and materials.
- Actively engage in all mandated meetings, workshops, and training sessions as directed by organizational leadership.
- Prepare comprehensive monthly narrative reports and supervision plans, reflecting progress and challenges.
- Keep health workers consistently informed of updated PHS and SHC policies and recommendations.
- Provide robust supportive supervision, mentorship, and technical assistance to health facility staff, ensuring data integrity, consistency, and attainment of 100% Quality Quality Management/Quality Quality Control (QQM/QQC) standards.
- Facilitate capacity building by training supervisors and health workers on HMIS protocols and performance monitoring techniques to optimize target achievement.
- Coordinate and ensure the delivery of both foundational and refresher HMIS training sessions to health personnel, guided by Training Needs Assessments (TNA) and project plans, in collaboration with the training department.
- Ensure comprehensive orientation and HMIS training for all newly recruited staff prior to deployment at health facilities.
- Organize specialized training for Cluster Health Management Teams (CHMT) and relevant personnel to enhance skills in data verification and consistency assurance.
- Provide continuous on-the-job coaching and mentorship to staff responsible for data collection and reporting activities.
- Liaise with the training unit to schedule, document, and maintain records of all HMIS-related training initiatives.
- Implement rigorous training evaluation methodologies to assess effectiveness and inform continuous improvement of capacity building efforts.
Job Requirements:
Education:
- Medical degree (MD) with a Master’s in Public Health/Statistics.
Experience:
- 10 years of experience in Health Data Management and Analysis along with performance monitoring.
- Prior experience working in health and humanitarian programs in Afghanistan.
- Strong skills in data analysis and visualization tools.
- Experience with DHIS2 and MoPH reporting systems.
- Demonstrated knowledge of BPHS/EPHS standards and coordination with MoPH structures.
- Proven track record of upholding humanitarian principles and actively engaging vulnerable communities.
