About Shining Star Educational Organization of Afghanistan:

Shining Star Educational Organization of Afghanistan (SSEOA) is a non-profit, non-governmental, and non-political organization registered with the Ministry of Economy of Afghanistan, with Registration Number 4388 dated February 18, 2018. SSEOA works in the fields of education, health, and livelihood in the remote regions of Afghanistan. SSEOA envisions creating educational opportunities for girls and women to grow, thrive, and prosper. SSEOA works to empower communities in Afghanistan through education, especially for girls, promotes peace through education, and conveys the importance of these activities all around the country. Our mission is to empower Afghans, especially girls and women in the remote regions of Afghanistan by creating educational opportunities and livelihood skills because SSEOA has a firm belief that without educating girls, peace and prosperity is not possible.

SSEOA boasts a team of highly qualified professionals renowned for their discipline, organization, efficiency, and extensive tenure within both national and international organizations. The team is spearheaded by an Executive Body comprising of the Executive Director, Deputy Director, Program Director, Finance Manager, and Program Manager, each bringing a wealth of experience and expertise to the table. At the helm of strategic governance stands SSEOA's Board of Directors, comprising five distinguished members renowned for their extensive experience working with the government and NGO sector.

Job Description:

The Monitoring and Evaluation (M&E) Officer will play a critical role in ensuring the effective implementation and impact assessment of SSEOA's educational projects. This position involves developing and implementing M&E frameworks, overseeing data collection, conducting field visits, and evaluating project outcomes to measure progress and effectiveness. The M&E Officer will be reporting directly to Program Manager and collaborating with the M&E Team at the Head Office to ensure compliance with donor requirements, document best practices, and provide actionable insights for program improvement. The role requires strong analytical skills, attention to detail, and the ability to communicate findings clearly to diverse audiences.

Responsibilities: 

  • Develop and implement M&E frameworks, tools, and methodologies in alignment with project goals.
  • Conduct regular field visits to monitor project activities, verify data, and assess progress.
  • Perform baseline, mid-term, and end-line evaluations to measure impact and effectiveness.
  • Ensure data quality assurance through systematic checks and validation processes.
  • Track and report on key performance indicators (KPIs) related to education, livelihood, and gender inclusion.
  • Prepare timely and accurate M&E reports (monthly, quarterly) for the Program Manager and Head Office M&E Team.
  • Document success stories, challenges, and lessons learned to inform program improvements.
  • Maintain an organized digital and physical filing system for M&E records.
  • Report directly to the Program Manager and provide updates on project progress.
  • Collaborate with the Head Office M&E Team to ensure consistency in data collection and reporting standards.
  • Ensure compliance with donor requirements and organizational policies.
  • Establish community feedback mechanisms to enhance accountability and beneficiary engagement.
  • Assist in designing and revising program activities based on M&E findings.
  • Monitor girls’ and women’s participation in education and livelihood programs, identifying barriers and solutions.
  • Train field staff and partners on M&E tools, data collection, and reporting to strengthen organizational capacity.
  • Support gender and protection mainstreaming in all M&E processes.
  • Perform any other duties assigned by the Program Manager or Head Office M&E Team.

Job Requirements:

  • Work experiences of 3-5 years in project implementation among Education organizations
  • A  Bachelor’s degree in Business Administration , Education , Computer Science. 
  • M&E working experience and familiarity with the KoBo Toolbox
  • Strong interpersonal and communication skills
  • Teamwork, team building, coordination, and management skills
  • Proven skills in data management with concrete knowledge of open-source tools such as Kobo the Toolbox platform.
  • Proficient in listening, verbal, and written knowledge of Pashto, and Dari, and excellent knowledge of English
  • Having good time management and planning skills
  • Report writing skills
  • Computer skills
  • Should be able to travel within the targeted location
