About Ansari Rehabilitation Association for Afghanistan (ARAA):

Ansari Rehabilitation Association for Afghanistan (ARAA) is a national, non-governmental, not-for-profit organization, established in 1992 for serving the people of Afghanistan through its operation in sectors of Health, Protection, agriculture/irrigation, water and sanitation, education, reintegration, social services, and construction, as well it has been established to provide humanitarian supports, based on the principles of human rights, Islamic and cultural values of our country, and environmental and socio-economic sustainability to the vulnerable people of Afghanistan.

In continuation of its 2025 program operational plan, ARAA is seeking for a qualified person to apply for this position.

Job Description:

Under the direct supervision of the Country Programme Manager, the Senior Legal Officer shall:

  • Provide legal counseling and advice to beneficiaries, focusing on civil documentation, property rights, family law, and other protection-related legal issues.
  • Assist beneficiaries in understanding their rights and available legal remedies under Afghan law and international frameworks.
  • Support individuals in preparing and submitting legal documentation for access to justice, civil registration, and other legal processes.
  • Handle legal cases from assessment to resolution, ensuring beneficiaries receive the necessary support throughout the process.
  • Represent beneficiaries in legal proceedings before courts, government offices, or traditional justice mechanisms, as applicable.
  • Collaborate with relevant authorities to facilitate case resolution and ensure beneficiaries’ legal rights are upheld.
  • Conduct legal awareness sessions in communities to educate them on their rights, procedures for obtaining civil documentation, and other relevant legal topics.
  • Establish and maintain referral mechanisms with protection actors and local service providers to ensure beneficiaries receive holistic support.
  • Advocate with local authorities and judicial bodies for fair and timely resolution of cases, with a focus on vulnerable populations such as women, children, and persons with disabilities.
  • Maintain accurate, confidential records of all legal aid cases and ensure compliance with data protection standards.
  • Prepare periodic reports on legal aid activities, including case statistics, challenges, and success stories, for internal and donor reporting.
  • Ensure all legal aid activities are conducted in line with Afghan national laws, UNHCR guidelines, and international protection standards.
  • Promote a survivor-centered approach in handling sensitive legal cases, prioritizing confidentiality and the dignity of beneficiaries.
  • Maintain an organized and confidential legal case database with proper tracking of deadlines, outcomes, and actions taken.
  • Develop and maintain comprehensive legal reports, including weekly, monthly, and quarterly summaries of case activities and outcomes.
  • Provide written legal analyses and recommendations to management on ongoing cases and emerging legal risks.
  • Prepare donor-specific reports related to legal aid, protection cases, or access-to-justice activities (where applicable).
  • Support the preparation of audit-related legal documents, legal compliance checklists, and risk registers.
  • Supervise and provide technical guidance to legal officers and legal team.
  • Participate in interdepartmental meetings to advise on legal risks, updates, and needs related to programming or operations.
  • Coordination with line departments provincial level and ministries ( MoRR and MoEC).

Job Requirements:

  • Bachelor of Laws (LLB) required; Master’s in Law (LLM) or related field is an advantage.
  • Minimum of 5 years of experience in legal practice, preferably with a focus on case management, legal reporting, and working with returnees, refuges and IDPs.
  • Experience working on civil documentation or legal aid projects is an advantage.
  • Strong knowledge of Afghan civil documentation processes, including legal frameworks and administrative systems.
  • Familiarity with protection principles and community-based approaches.
  • Proficiency in documentation and reporting tools, including Microsoft Office.
  • Fluent in Dari and Pashto. Proficiency in English is highly desirable.
  • Strong interpersonal and communication skills, with the ability to build trust and rapport with vulnerable communities.
  • Problem-solving and organizational skills, with attention to detail.
  • Ability to work independently and as part of a team in a challenging environment.
  • Willingness to travel frequently within Parwan, Charikar, Bagram, Khaki Jabar, Sangin, Lashkarghah, and Nahri Siraj
  • Commitment to ARAA and UNHCR’s humanitarian principles, including impartiality and confidentiality.
