Job Description:
The MEAL Coordinator, reporting to the MEAL Manager, will be responsible for overseeing the effective implementation of monitoring, evaluation, accountability, and learning systems across projects, including the PREVALE program. Based in ActionAid Afghanistan’s Kabul office, the position requires frequent field travel (up to 75%) to monitor activities, support data verification, and conduct post-distribution assessments. The Coordinator will lead the collection and analysis of output and outcome-level data, support the development of program-specific MIS tools, and contribute to timely reporting to donors and government stakeholders. The role will also provide technical support and training to project and field staff to ensure evidence-based programming and continuous quality improvement in line with ActionAid’s MEAL Framework.
Key Responsibilities:
Monitoring and Evaluation:
- Develop and operationalize M&E plans and tools for the PREVALE program in line with ActionAid’s MEAL Framework.
- Ensure systematic tracking of output and outcome indicators and oversee timely data collection, validation, and reporting.
- Support the design and implementation of baseline, midline, and endline assessments, as well as special studies and evaluations.
- Lead Post Distribution Monitoring (PDM), field monitoring visits, and data spot-checks to assess implementation quality and beneficiary satisfaction.
MIS and Data Management
- Support the development and use of Management Information Systems (MIS) for tracking key project indicators and beneficiary data.
- Ensure secure data storage, quality control, and regular updates of the database.
- Analyze data and produce visual dashboards and summary reports for program teams and decision-makers.
Accountability and Learning
- Promote community accountability by supporting the rollout of Complaint and Feedback Mechanisms (CFM) at field level.
- Compile, analyze, and report CFM trends and feedback to inform program decisions and adaptations.
- Organize periodic learning sessions, reflection meetings, and after-action reviews to document and share lessons learned across the program.
- Ensure the integration of gender-sensitive and inclusive approaches in all MEAL tools and processes.
Capacity Building and Coordination
- Provide technical support and on-the-job training to field staff and implementing partners on MEAL concepts, tools, and practices.
- Coordinate closely with Regional/Field Managers and thematic teams to ensure MEAL activities are embedded in project cycles.
- Collaborate with the MEAL Manager and Program Team to prepare high-quality reports for donors and government authorities.
Reporting and Documentation
- Contribute to monthly, quarterly, and annual reporting by providing timely and reliable MEAL data.
- Support the documentation of case studies, human interest stories, and outcome-level changes.
- Ensure MEAL inputs into donor reports align with logframes and indicators.
Job Requirements:
Education & Training:
- Bachelor’s degree in social sciences, statistics, agriculture, development studies, or a related field (Master’s preferred).
- Minimum 3–5 years of relevant experience in MEAL, preferably in resilience, agriculture, or livelihoods programming.
- Proven experience in designing and managing MEAL tools, databases, and field assessments.
- Strong analytical and reporting skills with proficiency in Excel, KoboToolbox/ODK, Power BI, or other data analysis software.
- Familiarity with participatory M&E and gender-sensitive programming.
- Willingness to travel extensively to remote project sites and work in challenging contexts.
Experience :
- At least 3-5 years of experience in M&E roles with International NGOs or local civil society organization.
- Experience in managing and harvesting data from Kobo and other digital Platforms
- Knowledge and previous experience in the human rights-based approach and gender sensitive monitoring and evaluation will be an advantage.
- Skills in qualitative and quantitative data analysis
- Good knowledge Gender, age and ability inclusion in Programme development, Monitoring and Evaluation
