Job Description:
CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Safeguarding and Counter-Fraud Officer will play a key role in supporting the Safeguarding and Counter-Fraud team in delivering comprehensive capacity-building initiatives across the Herat response. The Officer will be responsible for conducting regular training sessions for staff on topics including Child Safeguarding (CSG), Protection from Sexual Exploitation and Abuse (PSEA), the Code of Conduct, Modern Slavery and Human Trafficking, Bullying and Harassment in the Workplace, and Anti-Fraud, Bribery, and Corruption.
In addition to training responsibilities, the Officer will carry out routine monitoring visits to project implementation sites across Herat Province. These visits aim to ensure that Save the Children (SCI) and its implementing partners maintain safe, inclusive, and accountable programming environments for all beneficiaries, especially children and vulnerable individuals and uphold a safe working environment for everyone. The Officer will provide feedback, identify risks, and support the development of mitigation measures in line with SCI's safeguarding and integrity standards.
The role holder is required to work for emergency response and hence requires the employees to work out of normal working hours.
SCOPE OF ROLE:
Reports to: Coordinator for multifaceted cases

Travels to the field: Extensive travels required to the provincial SCI and partner offices.
KEY AREAS OF ACCOUNTABILITY:
• Identify potential risks to children and adult in all the project activities and report them to respective lead.
• Closely coordinate with provincial CF & SG focal point, to improve CFSG practices.
• Support on delivering mandatory and refresher/ capacity building training on CSG, anti-harassment, Bullying, code of conduct, Modern Slavery and human trafficking, Anti-fraud, corruption, bribery and PSEAH.
• Conduct regular visits to project sites of SCI and partners, to ensure that CFSG reporting system is working and beneficiaries know how to report cases.
• Identify gaps or areas of concern and provide actionable recommendations to strengthen safeguarding and accountability.
• Support in developing risk mitigation plans where necessary and track implementation progress.
• Support efforts to ensure community members, especially returnees, are informed about their rights/ aid and the mechanisms available for reporting concerns.
• Contribute to the establishment and strengthening of feedback and reporting mechanisms that are accessible and trusted by affected populations.
• During field visits ensure that all CFSG concerns are reported effectively in line with the policy.
• Lead the investigation process assigned while directly coordinate with respective counter parts to ensure quality case management and timely closure as per SCI standards.
• High levels of professional behaviour and maintain the standards required by the Counter fraud & Safeguarding Policies and Code of Conduct.
• Whenever required support humanitarian response team on ensuring safeguarding minimum standards embedded into the response plan.

Job Requirements:
QUALIFICATIONS
- Bachelor’s degree in Social science or any other related field.
- Fluency in local language (specific to context) is essential.
EXPERIENCE AND SKILLS
- Two years of experience in the area of Child protection, fraud prevention and familiar with Safeguarding.
- Experience doing project monitoring and investigation.
- Multi-disciplinary experience of working successfully with senior managers to deliver major operational change with a track record of delivering results to high standards.
- Experience of building personal network with SG focal points of SCI and partners.
- Experience of planning and undertaking training programmes/workshops in safeguarding at a range of levels (e.g. field workers, community-based staff, project staff).
- Good verbal communication and report writing skills in English and Dari languages and priority will be given to candidates who worked in similar context like Herat.
- Good presentation skills.
