Job Description:

Facility & Compound Security:

  • To supervise regular patrols of operational compounds to deter unauthorized access and safeguard property.
  • To oversee the maintenance of security equipment, including CCTV cameras, alarms, and access control systems.
  • To manage contracts pertaining to the security of office and residential facilities, ensuring they meet compliance standards.

Vehicle Safety Management:

  • To collaborate with the internal communication and coordination manager and the Director – SSaA in discerning vulnerabilities and potential threats to operational zones.
  • To manage risks and advise on proper mitigation strategies, guaranteeing a balance between risk and humanitarian considerations.
  • To collaborate with the non-physical safety and security lead and the Director – SSaA (Safety, Security and Access) to regularly review and enhance risk tools and protocols to align with evolving contexts.
  • To factor in staff profiles, gender-related risks, and local cultural sensitivities when crafting security policies.
  • To help the Director – SSaA in identifying, analyzing, and mitigating risks and conducting risk assessments.
  • To conduct periodic inspections of vehicles, confirming they carry essential safety features like first aid kits and fire extinguishers.
  • To oversee driver training programs focused on vehicle safety, emergency response, and defensive driving techniques.
  • To coordinate daily safety checks for travel, offering counsel on routes and journey planning based on prevailing security.

Administration & Coordination

Staff Supervision:

  • To provide technical oversight and guidance to all field security focal points, ensuring efficient security operations across diverse locations.
  • To establish duty rosters and overtime schedules for security staff, maintaining coverage for all critical areas.

Training & Capacity Building:

  • To design and implement security training initiatives for staff, covering risk awareness, safety protocols, and emergency responses—mostly focusing on physical safety and security, excluding non-physical safety and contextual elements.
  • To ensure continuous professional growth for security guards and field focal points through evaluations and on-the-job training related to physical safety and security.
  • To conduct orientation sessions for new staff and visitors, briefing them on security risks and local dynamics in close coordination with the internal communication and coordination manager (non-physical safety and security lead).

Transportation Means Safety and Security:

  • To oversee the security of fleet operations, including armored and soft skin vehicles.
  • To conduct security risk assessments for all planned staff movements and field missions.
  • To manage allocation, readiness, and compliance of armored vehicles by security standards.
  • To ensure all drivers are vetted and trained in safe driving and emergency procedures.
  • To manage monitoring the vehicle movements using GPS/radio and ensure adherence to check-in protocols.
  • To enforce movement management procedures, including pre-departure and post-movement steps.
  • To coordinate with logistics and program teams to align fleet use with security requirements.
  • To maintain and regularly update the SOPs and contingency plans for road movement and evacuations.
  • To lead or support investigations into security incidents involving fleet or movements.

Safety and Security Regulations for the International Staff:

  • To contextualize and modify the SSaA documents specific to international staff’s physical safety and security in coordination with the Director – SSaA.
  • To conduct security assessments of accommodations, offices, and event venues when and as needed, coordinating with the Director – SSaA.
  • To advise the Director – SSaA and on an ad-hoc basis approve or disapprove venues and residences based on risk assessments.
  • To provide security briefings to incoming and visiting international staff in coordination with the Director – SSaA.
  • To ensure international staff arrangements meet organizational safety standards at all times.
  • To update security guidance based on the evolving environment of risk.

Contingency Preparedness and Response:

  • To develop and maintain emergency plans, such as evacuation and hibernation procedures, for all facilities and personnel in coordination with non-physical safety and security lead.
  • To familiarize all staff with emergency protocols through scheduled drills and training.
  • To provide immediate advice during emergencies, ensuring full adherence to security protocols.

Liaison & Networking:

  • To cultivate relationships with local authorities, security agencies, and community leaders to foster information sharing and coordination.
  • To collaborate with DD-SSHL to represent the organization in inter-agency forums, contributing to collaborative security strategies.

 

Reporting & Documentation

Incident Report:

  • To lead investigations into security breaches in physical safety and security areas, including theft and property damage, ensuring thorough documentation and follow-up.
  • To regularly compile and submit physical security reports, analyzing trends, incidents, and lessons learnt.

Supervision & Oversight

Team Management:

  • To supervise security guards and focal points, ensuring strict adherence to established protocols and providing guidance on daily operations.
  • To continuously review the performance of security personnel, offering constructive feedback and setting clear performance expectations.
  • To oversee the preparation and management of the security budget, ensuring fiscal efficiency and alignment with security objectives.

Any other task assigned by the supervisor.

Job Requirements:

  •  Bachelor's degree in social sciences (master’s is preferred
  •  3 - 5 years safety, security, and access, or relevant experience with minimum of 2 years’ experience in managerial role.
  • Leadership, problem resolution, negotiations, critical incident management, crisis management
  • Risk Management (identification, analysis, and mitigation), incident management, proven competency in high-scale conflict and challenge resolution
  • Communication and reporting skills
  • Fluency in Pashto, Dari, and English
  • Computer skills (including MS Word, Excel, Access, and Internet) an advantage
  • Ability to work closely, professionally, and constructively with all others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background
