War Child Canada began working in Afghanistan in 2001 by supporting the reintegration of Afghan refugees returning from Pakistan. It formally launched in-country programming in 2009 and has since developed a strong portfolio across multiple sectors, including protection with a focus on child protection, MHPSS, education, livelihoods, and access to justice. These programs address critical protection concerns affecting children and youths and promote community-based protection and support mechanisms. Following August 2021, the Afghanistan Country Office sustained and adapted its programming to prioritize lifesaving and humanitarian interventions. These include the delivery of MHPSS and essential health services, and livelihoods support interventions while maintaining a focus on long-term development and recovery. The country program continues to bridge humanitarian and development needs through integrated, community-based solutions.
Currently, War Child Canada supports women, girls, boys, men, and persons with disabilities in the provinces of Kabul, Kandahar, Nangarhar, Laghman, Bamyan, Balkh, Samangan, Sar-e-Pul, Kunduz, and Baghlan through its health, education, protection including child protection, youth empowerment, economic development, and emergency response programming. The Afghanistan program is enhancing its focus on market-oriented and community-led interventions. These include vocational training and entrepreneurship support, particularly for youth, to promote self-reliance and sustainable livelihoods. A key component of the program strategy involves capacity building for local organizations and strengthening community-based protection and support approaches. This includes promoting local leadership in service delivery and creating platforms for inclusive, participatory engagement. In a complex setting with evolving needs and limited resources, War Child Canada remains committed to responsive, adaptive, and context-driven programming that supports recovery, dignity, and resilience for conflict-affected populations in Afghanistan.
Job Description:
The Senior HR Coordinator is responsible for leading and managing the human resources function in the country office, ensuring that all HR operations are efficient, compliant with local labor laws, and aligned with organizational policies and strategy. This role oversees key HR areas including recruitment, onboarding, employee relations, performance management, and HR administration. The Senior HR Coordinator maintains accurate employee records, ensures consistent application of HR policies and procedures, and fosters a positive and inclusive work environment.
Working closely with senior management, the Senior HR Coordinator supports the alignment of HR practices with programmatic and operational needs, contributing to organizational development and workforce planning. As a key point of contact for staff on HR-related matters, the role provides guidance and support in areas such as policy implementation, compliance, and staff wellbeing. The Senior HR Coordinator also plays a vital role in strengthening internal HR systems and processes, ensuring a responsive, transparent, and supportive HR function across the country office.
Generic Responsibilities
- HR Strategy & Coordination: Lead the development and implementing HR strategies and policies, ensuring alignment with War Child Canada’s mission. Coordinate HR operations and ensure efficient delivery of HR services across the country office.
- Team Management & Leadership: Lead, mentor, and support the HR team to effectively execute HR functions, providing guidance on HR issues and overseeing the completion of daily tasks.
- Employee Relations & Communication: Serve as a key point of contact for employees on HR-related questions or concerns, fostering a positive work environment and ensuring effective communication across teams.
- HR Compliance & Policy Implementation: Ensure all HR activities comply with local labor laws, organizational policies, and donor requirements. Implement and communicate HR policies to ensure consistency and fairness.
- HR Reporting & Documentation: Oversee HR reporting processes, preparing staff data, turnover, and recruitment reports. Maintain accurate and confidential employee records, ensuring up-to-date documentation.
Specific Responsibilities
Recruitment and Talent Acquisition (25%)
- Lead the recruitment process, including developing job descriptions, managing job postings, coordinating interviews, and extending offers to successful candidates.
- Ensure recruitment strategies are in line with organizational priorities, focusing on diversity and inclusion.
- Monitor and report on recruitment metrics, adjusting strategies as needed to meet staffing requirements.
Onboarding and Orientation (15%)
- Oversee the onboarding process for new hires, ensuring they receive all necessary resources and information to integrate successfully into the organization.
- Coordinate orientation sessions, introducing new employees to the organization's culture, values, and policies.
Performance Management & Employee Development (10%)
- Coordinate the performance management cycle, ensuring that employee appraisals and feedback processes are implemented on time.
- Develop training programs and identifying professional development opportunities for staff.
- Assist in creating employee development plans, ensuring they align with organizational needs and individual career goals.
Compensation & Benefits Management (10%)
- Oversee compensation processes, including salary reviews, benefits administration, and compliance with local salary standards.
- Act as a liaison with employees regarding their compensation and benefits queries, ensuring clear communication and effective problem-solving.
Employee Engagement & Well-being (10%)
- Implement employee engagement programs and activities to foster a positive work environment and enhance employee satisfaction.
- Support initiatives aimed at improving employee well-being, including wellness programs, team-building activities, and recognition initiatives.
Leave & Attendance Management (10%)
- Supervise the management of employee leave requests, ensuring compliance with organizational policies and local labor laws.
- Ensure accurate leave tracking and resolve any discrepancies or issues related to leave balances or attendance.
HR Data Management & Analysis (10%)
- Oversee HR databases and ensure employee data is up-to-date, accurate, and stored securely.
- Generate HR reports and analyze data to identify trends, challenges, and opportunities for improving HR practices.
HR Compliance & Risk Management (10%)
- Ensure all HR processes comply with internal policies and local labor regulations.
- Assist with audits and compliance reviews, preparing necessary documentation and addressing any identified issues.
Job Requirements:
Experience & Knowledge
- Bachelor’s or Master’s degree in Human Resources, Business Administration, or a related field.
- Minimum 5-7 years of experience in HR management or coordination, with at least 3 years in a leadership or supervisory role in an international NGO or similar organization.
- Strong knowledge of HR best practices, including recruitment, employee relations, performance management, and compensation.
- Experience with HRIS (Human Resources Information Systems) and other HR tools.
- Familiarity with local labor laws and compliance requirements.
