The IRC works in 10 provinces throughout Afghanistan, among which some of the most security volatile, and employs over 1000 staff.

Job Description:

  1. Technical Community Assessment:
    • Collect, enter, and analyze necessary technical assessments conducted by the team.
    • Ensure proper documentation and soft entry of all estimations and analytical measurements for the project.
  2. Work Supervision:
    • Follow up on community work with laborers to ensure the completion of tasks according to project requirements.
  3. Documentation:
    • Maintain proper documentation and systematically enter all estimates and analytical measurements for the project.
    • Provide support to the team as needed.

Specific Duties:

  1. Site Visits and Monitoring:
    • Visit project sites to observe environmental problems, consult with contractors, and monitor construction activities.
  2. Design Expertise:
    • Design Cash for work projects, agricultural water ponds, traces, and water storage in dry and drought-affected communities.
  3. Water Quality Advice:
    • Provide advice on water quality and address issues related to pollution management, river control, and ground and surface water resources.
  4. Training and Education:
    • Conduct training sessions on water management for Water User Committees (WUC).
    • Organize educational programs for farmers or farm cooperative members to enhance agricultural productivity.
  5. Cash for Work Planning:
    • Select the best areas for cash-for-work projects based on project criteria.
  6. Infrastructure Planning:
    • Plan and direct the construction of rural water distribution systems, as well as irrigation, drainage, and flood control systems for soil and water conservation.
  7. Client Meetings:
    • Regularly meet with clients, such as district or regional councils, farmers, and developers, to discuss their needs.
  8. Construction Supervision:
    • Supervise and record day-to-day construction activities to ensure quality and adherence to project specifications.
  9. Meeting Participation:
    • Actively participate in external and internal meetings related to the project.
  10. Ad Hoc Tasks:

                      Undertake any other tasks assigned by the line manager to contribute to the success of the project.

Job Requirements:

    • Bachelor’s degree in engineering, Agricultural Engineering, or a related field, master’s degree in a relevant discipline is a strong asset.
    • Minimum of 2-3 years of hands-on experience in designing and implementing livelihoods programs, preferably in the context of community development.
    • Proven track record in project management with a focus on sustainable livelihoods.
    • Proficient in relevant engineering tools and technologies for agricultural and livelihoods projects.
    • Strong understanding of value chain development, income generation, and sustainable agriculture practices.
    • Demonstrated experience in working directly with communities, understanding their needs, and involving them in the planning and execution of livelihoods programs.
    • Proficient in project planning, budgeting, and monitoring and evaluation.
    • Ability to manage and coordinate multi-stakeholder projects efficiently.
    • Ability to introduce innovative solutions for improving livelihoods, incorporating modern technologies where applicable.
    • Adaptability to changing circumstances and the capacity to find creative solutions to challenges.
    • Excellent communication skills, both written and verbal.
    • Ability to communicate technical information to non-technical stakeholders clearly.
    • Strong team player with the ability to collaborate effectively with diverse teams and partners.
    • Experience working in interdisciplinary and multicultural settings.
    • Strong analytical and problem-solving skills, with the ability to conduct thorough assessments and recommend appropriate interventions.
    • Proficient in developing and implementing monitoring and evaluation frameworks to assess the impact of livelihoods programs.
    • Proficiency in English (spoken and written).
    • Knowledge of additional languages relevant to the program's context is an advantage.
    • Demonstrated commitment to sustainable development principles, including environmental sustainability and social equity.
